WHEREAS, the people of the State of Washington and the Pasco community have long recognized shorelines as a significant natural resource and asset, as demonstrated by the Shoreline Management Act of 1972 and the Pasco/Franklin County Shoreline Master Program; and WHEREAS, the Lake Wallula diking system, particularly that Portion extending between the "cable" and "blue" bridges which con- nect the cities of Pasco and Kennewick, has effectively discouraged optimum use of adjacent lands and has created a sterile shoreline environment; and WHEREAS, the City Council has been presented a concept, illustrated by the Pence Associates, which suggests Improved utili- zation of the dike system owned by the U.S. Army, Corps of Engineers, on both the Kennewick and Pasco sides of the Columbia River as well as private lands adjacent thereto; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO AS FOLLOWS: That the City of Pasco hereby urges recognition and inclusion of the dike development concept, illustrated by the Pence Associates, in the ongoing planning effort by the U.S. Army, Corps of Engineers, for the McNary Master Plan and the McNary Pool development program. PASSED by the City Council of the City of Pasco this 1 day of February , 1982, and approved by its Mayor.
