HomeMy WebLinkAbout1484 ResolutionRESOLUTION NO. 1484 A RESOLUTION adopting the 3-R Area Action Plan and implementing certain recommendations thereof. WHEREAS, the City Council established in February, 1981, an ad hoc committee, known as the 3-R Committee, and charged said committee with the study of the Third Avenue East downtown business area and the formulation of a recommended plan of action for the renewal, restoration and rehabilitation of the Third Avenue East downtown business area; and WHEREAS, the 3-R Committee presented to the City Council on January 11, 1982, a document entitled "3-R Area Action Plan" containing recommendations for certain long-range as well as imme- diate actions for City Council consideration and action; and WHEREAS, the City Council desires to formally adopt the "3-R Area Action Plan" as a guideline for actions affecting the 3-R area and, further, desires to begin implementation of certain recommendations of the Action Plan; and WHEREAS, the City Council desires to establish a continuing forum for the Involvement of 3-R area property owners and businesses and, further, to assure the active pursuit and coordination of immediate as well as long-range implementation efforts related to the 3-R area; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: Section 1. That the "3-R Area Action Plan" produced by the 3-R Committee is hereby adopted as a resource and guideline for legislative and administrative actions relating to the 3-R area and shall be regarded as an adjunct to the City of Pasco Comprehensive Plan. Section 2. That the City Manager is hereby directed and authorized to appoint and maintain a 3-R Steering Committee to be composed of not less than five nor more than nine persons, all of which shall be a member of the original 3-R Committee and/or owners of real property within the 3-R area. The 3-R Steering Committee shall meet at least quarterly to assist and monitor actions related to the 3-R area as well as provide a forum for property owners, businesses, redevelopment proponents and city administrative officers to review and/or recommend implementation efforts affecting the 3-R area. Section 3. That the Community Development Director is hereby designated the coordinator of the 3-R Area Action Plan and shall be the primary city administrative officer responsible for the coordination and monitoring of implementation efforts within the 3-R area. The Community Development Director shall also serve as secretary and liaison for the 3-R Steering Committee. That the City Manager is hereby directed and authorized to enlist, at no cost to the City, at least two qualified property development firms to actively seek redevelopment proposals within the 3-R area. Section 5. That the Chief of Police is hereby directed to report to the City Council by July 1, 1982, as to the advisability and cost of establishing foot patrols within the 3-R area. Section 6. That the City Planning Commission is hereby directed to research and report to the City Council by April 1, 1982, as to the advisability of amending the Pasco Zoning Code regarding the location of social-service facilities within the city.
