A RESOLUTION adopting operating procedures for the
placement of a lock box system by the
city fire department.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, AS FOLLOWS:
The attached operating procedures and Covenant Not To Sue
Form are hereby approved for implementation by the City Council.

STANDARD OPERATING PROCEDURES
1 SUBJECT Lock box system for Fire Department use (for keys to public and private
buildings, yards, etc)
2 PURPOSE To provide a uniform procedure to be followed regarding Fire Department
use of keys to property within the City of Pasco
3 SCOPE This S 0 P is applicable to all personnel in the Pasco Fire Department
4 RESPONSIBILITIES
A The Chief is responsible for
1 Ascertaining by observation and/or any other means that this
procedure is being followed
The Battalion Chief/Fire Marshal is responsible for
1 Coordinating,with the public ) the necessary arrangements and records
for installation of key lock boxes
2 Issuing master keys to chief officers, line officers and other
appropriate personnel and/or equipment, maintaining an accurate log
of the master keys issued
3 Maintaining a log of properties using lock boxes including the
location of the box on the property, the number of keys in the box
and what the the keys unlock
4 Maintaining extra master keys in a secure location
5 Supervision and coordination of all assignments and tasks to Fire
Department personnel regarding the lock box system
6 Assigning the location that the lock box is to be placed
The Duty Captain or person acting in that capacity is responsible for
1 Placing of keys in individual lock boxes
2 Supervising and being aware of location of all lock box master keys
during the Juty shift
3 Opening each apparatus lock box daily and visually observing the
lockbox master keys in the box and logging appropriately on the
aryaratus daily checklist

4 Being familiar with properties using lock boxes
5 Knowing the proper combination to unlock the apparatus lock' boxes
D Each firefighter is responsible for
1 Knowing the proper combination to unlock the apparatus lock boxes
5 PROCEDURES
A Upon request of a property owner or manager for a lock box, the Fire
Marshal shall initiate the appropriate paperwork including order form
and hold-harmless agreement He will also advise the property owner or
manager of the appropriate location to install the lock box
B The property owner or manager will order and pay for the lock boxes
C Upon notification to the Fire Department that the lock box has been
received and installed at the pre-determined location, the Fire Marshal
shall assign to the Duty Captain the task of going to the property and
placing the appropriate key(s) in the lock box and lock it with the master
key At this time the Duty Captain will obtain the name of the propeity,
address, number of keys, and what the keys unlock This information is
to be given to the Fire Marshal to log The Fire Marshal will see that
each shift is notified of the installation
D If a property owner or manager notifies the Fire Department that a change
of keys in an existing box is necessary the procedure outlined in C above
is to be followed
E The property owner or manager shall be advised where applicable to install
the lock box on the building at a height between 7 and 9 feet above ground
level to minimize the possibility of tampering
F Procedure for issuance and maintenance of lock box master keys within the
Pasco Fire Department
1 The Chief, Assistant Chief, and Fire Marshal will be issued one
master key each
2 One key shall be issued to each of the following apparatus 6301,
6302, 6331, and 6332 Each apparatus will be equipped with a combina-
tion-type lock box attached firmly to the apparatus The lock box
master key will be located within the apparatus lock box

with the City of Pasco, Washington, to never institute any suit or action at law or in
equity against the City of Pasco, Washington, by reason of any claim I now have or may
hereafter acquire relating to any loss or damage or injury of any kind sustained by the
above-named business or any of its officers or employees resulting from the possession
by the City of Pasco, Washington, or its fire department of a master key to a lock box
system of which the above-named business is a voluntary participant
