A RESOLUTION of the City of Pasco requesting the retention of the
existing alignment and design of Interstate 1-182
at the south flank of the City of Richland and
urging the Washington State Transportation
Commission to keep the Interstate Construction
Program in the Tr-Cities on schedule
WHEREAS, there is a recognized critical need to move expeditiously
to complete the construction of 1-182; and
WHEREAS, more than 15 years of discussion, negotiations, planning
and engineering has already been accomplished to create the present
alignment and design of Interstate 182; and
WHEREAS, the City of Richland has been deeply involved in helping
to develop the concrete plan that was proposed for the 1-182 corridor and
alignment skirting the south part of the City of Richland; and
WHEREAS, any move to amend the existing completed plans and
specifications that exist for this segment of 1-182 is received with profound
concern because any shift in alignment will inevitably lead to additional
expenditures and will further delay meeting targeted construction schedules;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO.
Section 1. The City Council of Pasco confirms and supports the
stand taken by the City Council of Richland in their Resolution No. 55-84,
adopted on June 1, 1981.
Section 2. The City Council of Pasco, in the strongest language
possible, requests the Transportation Commission to leave the present
alignment of 1-182 past Richland "as is".
Section 3. The City Council of Pasco believes all parties, public
and private, have had more than ample opportunity, through years of due
process proceedings, to make fully and completely known their concerns
about the effects of alignment on specific properties.
Section 4. The City Council of Pasco offers that the over-riding
public interest will not be well served by yielding to special interests at
this late date to look to changing the alignment of 1-182 past Richland.
Section 5. The City Council of Pasco urges the Transportation
Commission to stay on target with respect to completing the 1-182 system
in the soonest time possible.

Section 6. The City Clerk is directed to send a copy of this
resolution to the Transportation Commission and to the State Representatives
and State Senators representing the Mid-Columbia region.

Dear Chairman Hubbard and Members of the Transportation Commission
Please take note of the enclosed resolution of the City Council of Pasco expressing
our real and serious concern about any move which would delay the construction of all
or any part of Interstate 182
We earnestly believe that the move made by Senator Guess, for whatever motivation,
on behalf of the Acme Concrete Co. to change the alignment of 1-182 past Richland,
cannot, at this very late date, be worthy of your serious consideration We urge you
to reject the request as being untimely entered and of insufficient merit to warrant a
redesign for a realigned freeway
We further believe that there is a compelling need to aggressively move forward to get
this interstate construction completed in accordance with the schedules you
presently have in place
We look askance and with great alarm at any move that has the potential for further
delaying construction, and further escalating the cost of getting the job done.

the ends we seek?
