A RESOLUTION OF THE CITY OF PASCO SUPPORTING THE
PASSAGE OF LEGISLATION EXTENDING THE THERMAL ELECTRIC
ENERGY TAX TO PRIVATE, INVESTGR-OWNED UTILITIES
WHEREAS, the continued construction of thermal electric generating facilities
is a necessary and desirable element in a balanced,energy production program, and
WHEREAS, the area comprising the United States Department of Energy's Hanford
Reservation appears to be an ideal site for locating such facilities, and
WHEREAS, the communities and special purpose jurisdictions within geographical
proximity of the Hanford Reservation have formed the Construction Impact Group and support
the continued construction of thermal electric generating facilities on the Hanford
Reservation, and
WHEREAS, the jurisidictions comprising the Construction Impact Group are heavily
impacted, both physically and economically, as a result of the construction and operation
of such facilities, which impacts must be mitigated to the greatest extent possible in
order to maintain the highest level of service to the residents of the impacted area, and
WHEREAS, the Construction Impact Group played a major role in developing and
supporting the enactment of the original thermal electric energy tax applicable to
publicly-owned generating facilities in order to provide an ongoing revenue source for
impacted jurisdictions following the construction of such facilities, and
WHEREAS, it now appears that private, investor-owned utilities will be
constructing thermal electric generating facilities within the boundaries of the
Hanford Reservation, and
WHEREAS, it would appear just and equitable that such private, investor-owned
utilities likewise be required to mitigate ongoing jurisdictional impacts occasioned by
their operation,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pasco,
as follows

Section 1 The City of Pasco supports the passage of House Bill No 327, which
bill upon adoption will extend the thermal electric energy tax to private, investor-
owned utilities constructing thermal electric generating facilities on private or
leased land within the present or future boundaries of the Hanford Reservation.
Section 2 Upon passage, a copy of this resolution shall be forwarded to the
Chairman of the House Revenue Committee and to those legislators representing the
residents residing within the City of Pasco
Section 3 This Resolution shall take effect immediately
