RESOLUTION NO 1407
A RESOLUTION of the City Council of the City of Pasco, Washington,
declaring its intention to Order the improvement of specified streets within
the City of Pasco, Washington, to City standards, and all work incidental thereto,
create a Local Improvement District for the purpose of assessing that portion of
the total cost of the ordered improvements and associated incidental work and
expenses, to City standards commensurate with the district to be improved,
against the properties especially benefited thereby, and notifying all persons
who may desire to object to said improvements to appear and present their
objections at a meeting of the City Council to be held on March 16, 1981
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
That it is the intention of the City Council of the City of Pasco,
Washington to order the below listed improvements within the City of Pasco
BE IT FURTHER RESOLVED that it is the intention of the City Council of
the City of Pasco, Washington, to create a Local Improvement District to include,
for the purpose of assessing, all properties especially benefited by such improve-
ments
NATURE OF IMPROVEMENTS
UNIT 1
STREET IMPROVEMENT In accordance with standards established by the City of Pasco,
including the necessary excavation, grading, ballasting, asphalt concrete surfacing,
curbs, gutters, sidewalks, drainage facilities, illumination and all other work
necessary in connection therewith and incidental thereto, all in accordance with
the plans and specifications prepared by the City of Pasco, Department of
Public Works, and approved by the City Engineer, for the following described
streets
Spokane Street from Oregon Avenue to California Avenue
California Avenue from Broadway Street to Spokane Street
DOMESTIC WATER IMPROVEMENTS In accordance with standards established by the
City of Pasco, including installation of the necessary watermains, fire hydrants,
valves and other appurtenances for the purpose of supplying water for domestic use
and fire protection, all in accordance with the plans and specifications prepared
by the City of Pasco, Department of Public Works, and approved by the City Engineer,
within the following described area
Spokane Street from Oregon Avenue to California Avenue
SANITARY SEWER IMPROVEMENTS In accordance with standards established by the City
of Pasco, including installation of the necessary sanitary sewer trunk lines and
laterals, manholes, side sewer service lines and other appurtenances, all in
accordance with the plans and specifications prepared by the City of Pasco,
Department of Public Works, and approved by the City Engineer, within the following
described areas

INCIDENTAL WORK All work deemed necessary in connection with the above listed
improvements and considered incidental thereto, in accordance with the plans
and specifications prepared by the City of Pasco, Department of Public Works,
and approved by the City Engineer
It is the intention of the City Council to include in the Local Improvement
District as Unit 1 for the purpose of assessing, all properties especially benefited
by such improvements, in particular all properties within the boundaries described
as follows
That portion of the southeast quarter of Section 20, T9N, R30, EWM.
Beginning with the section corner 20, 21, 29, 28 which is the inter-
section of the centerlines of Parkview Boulevard and Wehe Avenue,
thence, westerly along the south boarder line of Section 20 to the
centerline of Oregon Avenue, thence southerly along the Oregon Avenue
centerline to a point 165' (feet) north of the intersection of the
Oregon Avenue centerline and the Spokane Street centerline which is
the true point of beginning, thence, easterly along a line lying
165' (feet) north of and parallel to the centerline of Spokane Street
to the centerline of California Avenue, thence southerly along the
California Avenue centerline to the Spokane Street centerline, thence
easterly along the Spokane Street centerline a distance of 165' (feet),
thence southerly along a line 165' (feet) east of and parallel to the
centerline of California Avenue to the centerline of Broadway (Chicago)
Street, thence westerly along the Broadway (Chicago) Street centerline
to a point 165' (feet) west of the centerline of California Avenue,
thence northerly along a line 165' (feet) west of and parellel to the
California Avenue centerline to a point 165' (feet) south of the
centerline of Spokane Street, thence westerly along a line 165' (feet) south
of and parellel to the Spokane Street centerline to the centerline of
Oregon Avenue, thence northerly along Oregon Avenue centerline to the
true point of beginning.
UNIT 2
STREET IMPROVEMENTS In accordance with standards established by the City of Pasco,

Beech Avenue from Lewis Street to Parkview Boulevard
Owen Avenue from Lewis Street to Broadway Street
Douglas Avenue from Lewis Street to Adelia Street
Alvina Street from Wehe Avenue to Elm Avenue
George Street from Wehe Avenue to Elm Avenue
Adelia Street from Wehe Avenue to Douglas Avenue
Parkview Boulevard from Wehe Avenue to Owen Avenue

George Street from Wehe Avenue to alley half block west of Wehe Avenue
Adelia Street from Wehe Avenue to alley half block east of Wehe Avenue
Beech Avenue from Lewis Street to Alvina Street'

Douglas Avenue from Alvina Street to Adelia Street
INCIDENTAL WORK All work deemed necessary in connection with the above listed

by such improvements, in particular all properties within the boundaries described
as follows
That portion of the northwest quarter of Section 28 T9N, R30, EWM
Beginning at the section corner 20, 21, 29, 28 which is the intersection
of Wehe Avenue and Parkview Boulevard and the true point of beginning,
thence, westerly along the Parkview Boulevard centerline a distance of
165' (feet, thence southerly along a line 165' (feet) west of and parallel
to the Wehe Avenue centerline to a point 160' (feet) north of the Alvina
Street centerline, thence westerly along a line 160' (feet) north of and
parellel to the Alvina Street centerline to the centerline of Charles
Avenue, thence southerly along the Charles Avenue centerline to a point
160' (feet) south of the Alvina Street centerline,
thence along a line 160' (feet) south of and parallel to the Alvina Street
centerline to a point 165' (feet) west of the Wehe Avenue centerline, thence
southerly along a line 165' (feet) west of and parellel to the Wehe Avenue
centerline to the Lewis Street centerline, thence easterly along the
Lewis Street centerline to the Elm Avenue centerline, thence northerly
along the Elm Avenue centerline to the Adelia Street centerline, thence
westerly along the Adelia Street centerline to the Douglas Avenue center-
line, thence northerly along the Douglas Avenue centerline to the Broadway

Highland Park Homes Addition, Block 30, Lots 10-16
Highland Park Homes Addition, Block 28, Lots 13-20
Wehe's First Addition, Block 10, Lots 15-23
Wehe's First Addition, Block 11, Lots 20-23
Wehe's First Addition, Block 12, Lots 20-27
BE IT FURTHER RESOLVED that the total cost of such improvement shall be borne
by and assessed against properties especially benefited by such improvements
BE IT FURTHER RESOLVED that all persons who may desire to object to the
improvements herein mentioned are hereby notified to appear and present such objections
at a meeting of the City Council to be held in the Council Chambers of City Hall,
412 West Clark Street, Pasco, Washington, at 8 00 P M on March 16, 1981, which time
and place are hereby fixed for hearing matters relating to said proposed improvements
and all objections thereto, and for determining the method of payment for said
improvements
BE IT FURTHER RESOLVED that the City Engineer of the City of Pasco, is hereby
directed to submit to the City Council on or prior to March 16, 1981, all data and
information required by law to be submitted.
