HomeMy WebLinkAbout1389 ResolutionRESOLUTION NO 1389 A RESOLUTION of the City Council of the City of Pasco establishing a policy for allowing improvements to planting strips within the City of Pasco. WHEREAS, the City Council recognizes the need to establish guidelines for improvements within planting strip areas; and WHEREAS, the establishment of these guidelines will allow city staff and city residents to have a clearer understanding of what improvements are allowable; and WHEREAS, the City Council is dedicated to providing a more aesthetically plea sing community; N OW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO- Section 1. When any property owner desires to improve or alter a planting strip abutting his/her property, a no charge permit shall first be obtained from the Department of Parks and Recreation. Section 2. Property owners are to be encouraged to first meet and confer with the Director of Parks and Recreation, or his designate, regarding permissible and desirable improvements to parking strips prior to submitting a specific request for an improvement. Section 3. When an application for a permit is submitted, such permit shall be issued if the property owner desires to plant grass, approved shrubs or trees, or desires to place tree bark mulch in his/her planting strip area. Section 4. Any other improvements or changes which are proposed for a planting strip outside of the limits of Section 2 above,shall be viewed individually on the merits of the case relating to aesthetics and the degree of compatibility with adjacent properties The Director of Parks and Recreation, or his designate, will accept requests for variations from the S'ection 2 requirement and shall review each such request on its merits with other city departments, most particularly with the City Engineer, the Building Inspector, and the Director of Community Development. Upon this review, the Director of Parks and Recreation, or his designate, shall then notify the affected property owner concerning whether or not the variance is to be granted. A charge not to exceed fifteen dollars ($15.00) shall be assessed for the submittal. of an application for a variance under this Section 4 requirement. Section 5. In the event a property owner's request for a variance is denied by the Director of Parks and Recreation on the basis of a staff review, the property owner shall have the right to appeal the matter to the City Council to review the application for the variance.
