RESOLUTION NO 1380 A RESOLUTION of the City Council of the City of Pasco Expressing Disapproval of Benton-Franklin Public Health District Board of Directors Proposed 1981 Allocations Formula Based on Gross Revenue Concept WHEREAS, the City Council recognizes the importance and critical nature of public health services; and WHEREAS, the City Council recognizes that the range of services offered by the Benton-Franklin Public Health District are freely and equitably available to the citizens of Pasco; and WHEREAS, the allocation from the City of Pasco increased 121 percent from 1979 to 1980 and was projected to increase an additional 25 percent in 1981; and WHEREAS, the Board of Directors of the District are considering an entirely new allocation formula for 1981 based on a gross revenue concept, and such new allocation will increase the City of Pasco allocation for 1981 by 63 percent for an aggregate of $117,350; and WHEREAS, the City of Pasco has limited financial resources to deal with a grossly exaggerated increase in allocation for 1981; and WHEREAS, belt tightening is the order of the day for all units of government, and belt tightening should also be applicable to the operational program of the Health District; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO Section 1. That a budget allocation of $117,350 for 1981 for the City of Pasco is unacceptable. Section 2. That the $90,000 in the City Manager's preliminary budget for 1981 for public health represents a 25 percent increase in allocation for the City of Pasco over the preceding year and, on the question of equity and propriety, should be acceptable to the Board of Directors for the District. Section 3. That the City unalterably opposes the imposition of a new allocation formula based on the "gross revenue" concept and forthrightly requests the Board to take no action to adopt this formula. Section 4. That the City requests the Board of Directors to adopt a simple per capita formula based on the official January 1, 1981 population of each of the component agencies. , -,.
