APEROVED AS TO FORM
RESOLUTION NO. 137/7
A RESOLUTION of the City Council of the City of Pasco expressing the
strong interest of the City for an expeditious completion of the
Interstate 1-182 Bridge across the Columbia River.
WHEREAS, there is an acknowledged deficiency in modern divided highways
serving the Pasco/Kennewick/Richland metropolitan area, and
WHEREAS, numerous delays over the years have held up the construction of
an adequate freeway system for the Tn.-Cities, and
WHEREAS, additional delays are intolerable and cannot be rationalized or
defended in view of the urgent need for these facilities in light of the rapid growth
of the area; and
WHEREAS, the inefficient and ineffective transportation system serving the
Tn-Cities is completely out of touch with the enormous impact the Tn.-Cities has
on the state and regional economies; and
WHEREAS, a regionally significant Energy Fair '83 is to be conducted and
staged in the Tn-Cities in 1983, which fair requires the expeditious completion of
highway facilities in the Tn-Cities, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO-
Section 1. The Washington State Department of Transportation, through the
affirmative action of its Transportation Commission, is requested to make a clear
commitment to seek every possible ways and means of completing the 1-182 spur
and 1-82 segments in the Tn-Cities before the staging of Energy Fair '83.
Section 2. The Washington State Department of Transportation is requested
to commit funds immediately to permit the construction of the Columbia River
Bridge for the 1-182 spur and to do so in the soonest possible time, because this
bridge is the key element for the 1-182 segment. A delay to Spring of 1981 for the
release of funding for this bridge is not acceptable and a call for bids for the 1-182
bridge in the Fall of 1980 is demanded.
Section 3. The federal fiscal 1981 budget, through the Federal Highway
Administration, has released ample funding for the Columbia River Bridge and all
that is required now is a commitment by the Commission and the Department to give
this project the priority it deserves in order to get it going to bid no later than the
end of 1980 so that at least one of the spans can be available for use in late 1982.
PASSED by the City Council of the City of Pasco this 20 day of
October , 1980.
