RESOLUTION NO. 1371
A RESOLUTION authorizing the Mayor and City Clerk of the City of
Pasco to enter into a Tr-Cities Mutual Aid Agreement
with the Cities of Richland and Kennewick and the Fire
Districts Benton County #1, Benton County #2, Benton
County #4, Franklin County #3, Walla Walla County #5
and the Rockwell Hanford Fire Protection Department.
WHEREAS, each of the parties hereto maintains equipment and
personnel for the suppression of fires within its own jurisdiction
and areas, and
WHEREAS, six of the parties also provide emergency medical
services within their jurisdictions and areas, and
WHEREAS, the parties hereto desire to augment the fire and
emergency medical protection available in their various establishments,
districts, agencies and municipalities in the event of large fires or
conflagrations or other disaster, and
WHEREAS, the lands or districts of the parties hereto are
adjacent or contiguous so that mutual assistance in a fire or medical
emergency is deemed feasible, and
WHEREAS, it is the policy of the above municipalities or
other districts and of their governing bodies to conclude such
agreements wherever practicable, and
WHEREAS, it is mutually deemed sound, desirable, practicable,
and beneficial for the parties to this agreement to render assistance
to one another in accordance with these terms; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That the City Council of the City of Pasco hereby approves the
Tr-Cities Mutual Aid Agreement referred to above, a copy of which is
attached hereto, marked Exhibit "A", and incorporated herein as though
fully set forth at length, and hereby directs the Mayor and City Clerk
pursuant to Pasco Municipal Code Section 18.08.020 to execute said
document.

HIS AGREEMENT, made and ente/ed into on this

THEREFORE BE IT AGREED THAT

commanding officer of any such file depaitment actually plesent at

ieouest assistance under the terms of this agreement, he is autho-
rized to do so, and the commanding officer of the departmert

a Immediately determine if apparatus and personnel can be
spared in response to the call
nat apparatus and personnel might be most effectivel
dispatched
The e\act mission to be assigned in accordance with the
detailed plans and procedures of operation drawn in accord-
ance with this agreement by the technical heads of the fire
departments concerned
Forthwith dispatch such apparatus and personnel as, in the
j-dgment of the responsible officer recieving the call should
be sent, with complete instructions as to the mission, in
accordance with the terms of this agreement
2 The rendering of assistance under the terms of this agreement shall
not be mandatory, but the party receiving the request for assis-
tance should immediately inform the requesting agency if for any
reason assistance cannot be rendered
0 0 a Each party to this agreement waives all claims against the
other party or parties for compensation for any loss, damage,
personal injury or death occurring in consequence of the per-
formance of this agreement
All service performed under this agreement shall be rendered
without reimbursement of either party or parties
4 The commanding officer of the fire department requesting assistance
shall assume full charge of the operations, but if he specifically
requests a senior officer of a fire depaitment furnishing assis-
tance to command, he shall not, b relinquishing command, be re-
lieved of his responsibility for the operation, provided, that the
apparatus, personnel and equipment of the agency rendering ass]s-
tance shall be under the immediate supervision of and shall be the
immediate responsibility of the senior responding fire officer or
the commanding officer of the department rendering assistance

he chief file officel and personnel ofthe fire departments of"N --,,,
all pa ties to this agleement are invited and encoulaged on a
reciprocal basis, to frequently visit each other's actrnties
for guided familiarization tours consistent with local secullt%
requilements and as feasible, to jointly conduct pre-fire planning
inspections and drills
6 The commanding officers of the fire departments of the parties to
this agreemet are authorized to meet and draft any detailed plans
and procedures of operation necessary to effectively implement
this agreement Such plans and procedures of operation shall be-
come effective upon ratification by the signatory parties
7 This agreement shall become effective upon the date hereof and
shall remain in full force and effect until cancelled by mutual
agreement of the parties hereto or by written notice by one party
to the other party, giving ten (10) days notice of said cancellation
