ORDINANCE NO3-aliq
AN ORDINANCE relating to land use and zoning amending PMC Title
22 dealing with Factory Assembled Homes
WHEREAS, cities have the responsibility to regulate and control
the physical development within their borders and insure the public
welfare of the community is maintained, and,
WHEREAS, the City of Pasco has zoning regulations that
encourage orderly growth and protect the public welfare of the
community, and,
WHEREAS, from time to time, the City Council causes the zoning
regulations to be reviewed to insure they fulfill their purposes in
protecting the welfare of the community, and,
WHEREAS, a Joint Development Standards Committee was
appointed jointly by the City and County in 1996 to review existing
zoning regulations and recommend improvements to guide development
within Pasco and the Pasco Urban Growth Area, and,
WHEREAS, the Joint Development Standards Committee meet on
at least eight occasions in 1997 to complete work on the zoning
regulations, and,
WHEREAS, following completion of the Joint Development
Standards Committee work the Pasco Planning Commission held four
workshop meetings in late 1997 and early 1998 to review the work of the
Joint Development Standards Committee, and,
WHEREAS, the Planning Commission on March 26,1998 and April
16, 1998 held public hearings on the proposed zoning regulations and
recommended the City Council adopt the proposed regulations, and,
WHEREAS, the Planning Commission's recommendation among
other things included changes in the value requirements for the
placement of factory assembled homes in single family zoning districts,
and,
WHEREAS, the City Council reviewed the Planning Commission's
recommendation on the zoning regulations during three workshop
meeting conducted on May 26, 1998, June 8, 1998 and June, 29, 1998,
and,
WHEREAS, during the course of their workshops the City Council
discussed and agreed with the Planning Commission's recommendation
on modifying the value requirements for the placement of factory
assembled homes in single family zoning districts, and,
WHEREAS, by Resolution 2389 approved on August 3, 1998 the
City Council declared it's intent to adopt the new zoning regulations
developed by the Joint Development Standards Committee and
recommended by the Planning Commission, and,
WHEREAS, the City Council has reviewed the Planning
Commission's recommendation, and has determined that to further the
purposes of comprehensive planning and to maintain and protect the
welfare of the community, it is necessary to amend PMC Title 22, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON,
DOES ORDAIN AS FOLLOWS:
Section 1. That Section 22 68 085 of the Pasco Municipal
Code be and the same is hereby amended to read as follows
22 68 085 FACTORY ASSEMBLED HOME STANDARDS FOR
INFILL DEVELOPMENT Factory assembled homes may be permitted in
the RS-20, RS-12, R-1-S, R-1-8 5, R-1, R-2, R-3, R-4 and R-5 zoning
districts, provided the following provisions are met
(a) A lot or parcel upon which a factory assembled home is to be
placed shall be part of a subdivision that was platted not less than
thirty-five years ago, except factory assembled homes may be permitted
on other properties platted or unplatted by special permit Prior to
rendering a recommendation the Planning Commission shall make and
enter findings based on the following
(1) The provisions of PMC Section 22 68 085(b)-(1)
(2) The provisions of PMC Section 22 80 060
(b) The unit must be less than five years old as determined by
the manufacture date
(c) The value of a factory assembled home must not be less
than 100% 80 9/0 of the average assessed value, as determined by the
records of the County Assessor, of improvements on other properties in
the same and adjacent adjoining blocks fronto The 80% value
Properties developed with commercial or multifamily structures shall not
be considered when determining value Determination of value for a

factory assembled home shall only include the factory assembled home
and associated foundation
(d) The unit must not have outside dimensions less than 24' x
36' which provides 864 sq ft of living space excluding basements and
garages
(e) Roofing materials must be approved composition shingles,
coated metal or similar roofing material The roof pitch shall not be less
than 3/12
(f) Exterior siding must consist of cottage lap, T1-11 or similar
siding materials commonly used on conventional site built residences
(g) Placement of factory assembled homes must conform to all
applicable yard requirements for the zoning district in which it is located
(h) The unit must be placed on a pit set foundation system and
be skirted with a material which is similar in appearance to concrete and
be provided with required crawl spaces access and ventilation as
recommended by the manufacturer
(i) Title elimination must occur within one year of installation
0) All wheels, tongues, and other transportation equipment
must be removed from the unit when placed upon the lot
Section 2. This ordinance shall be in full force and effect
five days after passage and publication as required by law
