AN ORDINANCE of the City of Pasco, Washington amending PMC 3.05.020 "Levy of Tax"; amending PMC 3.05.060 "Emergency Services" amending the definition of emergency services and providing for non-emergency transfer; and amending PMC 3.05.070 "Service Fee Adjustment" providing for City Ambulance Service Rates for non-emergency resident transfer and non-emergency transfer THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. That Section 3 05 020 entitled "Levy of Tax" shall be and hereby is amended and shall read as follows 3.05.020 LEVY OF TAX In addition to any rates or charges as fixed by the council, an excise tax m the amount of e three dollars ($3 00) per month shall be levied and collected from all households, businesses and mdustnes located m the city and served by the ambulance service Each separate physical location shall be assessed a tax Separate water and/or sewer hookups shall be one criterion for deternumng a separate physical location Multiple dwellmg units, groups and convalescent homes, parks for mobile homes, recreation vehicles and trailers licensed as a business under Chapter 5 04 of this code shall be taxed an amount equal to the amount of two dollars fifty ccnts ($2 50) three dollars ($3 00) per months (x) the number of units, spaces, or lots for rent or lease, whether or not rented or leased "Multiple dwellings units" does not mclude hotels, motels or rooming houses The city manager or his designee shall be responsible for the billing and collection of this tax The taxes shall be due and owmg on the last day of each month and shall be delmquent if not paid in full twenty days after the date of bilhng A delmquency assessment of fifty cents for each month or portion thereof the amount remains delinquent shall be due and owing and shall be added to the bill No delinquency assessment may be added until one notice of delinquency has been mailed or dehvered to the account's address (Ord 2712 Sec 1, 1988, Ord 2527 Sec 1, 1984, Ord 2414 Sec 1, 1982, Ord 2222 Sec 1, 1980, Ord 2078 Sec 2, 1979 ) Section 2. That Section 3 05 060 entitled "Emergency Service" shall be and hereby is amended and shall read as follows Ambulance Service Ordinance - 1 3.05.060 EMERGENCY SERVICE. Emergency service is that service of which health when that person has been injured as a result of an accident For the purpose of this chapter, to distinguish between non-emergency and emergency services, the following definitions shall apply (A) "Emergency" shall mean an apparent sudden need of medical attention based on injury or other unforeseen acute physical or mental event, which poses an immediate threat to life or physical well being, (B) "Transport" shall mean the movement of a patient by ambulance from the scene of an emergency to the closest appropnate hospital, (C) "Transfer" shall mean the movement of a patient by ambulance from or between one hospital to another, a medical facility, a residence, to the airport for transfer to another city, to another city or any other designated location (Ord 2078 Sec 6, 1979) Section 3. That Section 3 05 070 entitled "Service Fee Adjustment", shall be and hereby is amended and shall read as follows 3.05.070 SERVICE FEE ADJUSTMENT. (4-) There shall be no charge for emergency service to households, businesses and industries in the city as set forth below in the event the charge for taxes provided by this chapter is not delinquent HOUSEHOLD There shall be no charge for emergency service for residents and for persons staying overnight or longer at a household There shall be no charge for emergency service at the location of a household when the need for such service arose at a household and the recipient of the service is visiting the household to-patients-tfeate€1 - BUSINESS AND INDUSTRIES There shall be no charge for emergency service for owners, officers, and employees of the business or industry when the need for such service arose while the recipient of the service was engaged in the regular course of his or her busmess or employ or is traveling to the business or industry location to commence work or is traveling from the business or industry location following the completion of work Special ; " ;1 I V II ; Ambulance Service Ordinance - 2 Charles D Kilbury Mayor 9 per-setts (Ord 3025, Sec 1, 1994, Ord 2627, Sec 1, 1986) Section 4. emergency service the council shall establish lower base rate fees for the persons covered by sub- section (1) of this section that for other persons (Ord 3025 Sec 1 1994 Ord 2627 Sec 1 1986).
