AN ORDINANCE extending the term of an electrical franchise to Pacificorp, an
Oregon Corporation, doing business as Pacific Power and Light Company (PPL)
WHEREAS, pursuant to RCW 35A 11 030, the City Council is granted the
authority to grant franchises within the City of Pasco,
WHEREAS, the City Council adopted Ordinance No 1602 on August 22, 1973,
which granted PPL a non-exclusive franchise to construct and operate certain electrical
transmission lines and facilities within the City,
WHEREAS, the franchise granted to PPL expires on August 21, 1998,
WHEREAS, the City and PPL have been negotiating a new franchise and need
additional time to finalize negotiations,
WHEREAS, the City Council deems it to be in the best interest of the public to
extend the current franchise between the City of Pasco and PPL on the same terms and
conditions, until October 1, 1998 in order to allow the parties to finalize negotiations, and
WHEREAS, this Ordinance has been introduced to, and considered by the City
Council more than five days prior to its approval,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, DO ORDAIN AS FOLLOWS
Section 1. A franchise extension is hereby granted to Pacificorp, an Oregon
Corporation, doing business as Pacific Power and Light Company (PPL) to operate a non-
exclusive electrical transmission system within the City of Pasco on the same terms and
conditions as Ordinance No 1602
Section 2 The term of the franchise extension shall commence on the effective
date of this Ordinance, and shall expire at midnight on October 1, 1998
Section 3. This Ordinance shall take effect five days after passage and publication
