AN ORDINANCE dealing with land development fees and amending
the Pasco Municipal code
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
ORDAIN AS FOLLOWS
Section 1 Section 21 40 050 of the Pasco Municipal Code be
and the same is hereby amended to read as follows
21 , 40 050 APPLICATION-SUBMITTAL AND FEE Any person
desiring to divide land situated within an incorporated area of the
city into two thrcc or four nine lots or less as regulated herein for
the purpose of sale shall submit an application for short subdivision
approval to the administrator together with an application fee of
twenty-five dollars Three hundred dollars
Section 2 Section 21 32 110 of the Pasco Municipal Code be
and the same hereby amended to read as follows
21 32 110 FEES At the time of filing the an application for a
preliminary plat, the subdivider shall deposit with the city clerk
pay a base fee of $650 plus $30 for each lot therein In no case shall
the fee exceed $950
(1) Office engineering check fee - Fifteen Dollars,
(2) Field engineering deposit - Twenty-Five Dollars
In addition to the preliminary plat fee, the subdivider shall b e
responsible for reimbursing the City for costs related to field
engineering This service will be charged for on an actual cost basis
using standard engineering fees as a basis
Section 3 Chapter 12 20 of the Pasco Code be and the same is
hereby amended to read as follows

12 20 010 PETITION - FEE TO ACCOMPANY There shall b c
deposited with the city clerk the sum of seventy-five dollars with
Ee-ach petition requesting that a street or alley in the city be vacated
The sum shall be deposited by the petitioner or petitioners
requesting such street or alley to be vacated shall be accompanied
by a fee of $200 00
12 20 020 FEE CONDITION PRECEDENT TO HEARING No
application or petition for vacation of streets or alleys will b e
entertained or heard by the council unless this sum is paid on or
before the date the petition is presentcd to the city council for
action the fee required in Section 12 20 010 has been paid
12 20 030 USE-9F SUMS DEPOSITED - REFUNDS This sum shall
remain deposited with the city clerk until action by the city council
upon the petition is completed and the street or alley is, or is not,
declared vacant by ordinance Following action by the council, and
adoption of an ordinance vacating such street or alley, the sum so
deposited with the clerk shall be by that officer to pay all
reasonable and necessary costs incident to the petition for vacation,
including all costs for publication of notices or ordinances, posting of
notices, and including an inspection fee of fifteen dollars to
reimburse the city for expenses incurred by reason of the necessity
for determining the location of utility lines, poles, and the need or
necessity for the street or alley m question After all such expenses
including the inspection fee above mentioned, have been paid, the

12 20 040 CHARGES TO BE PAID The charges and expenses
herein mentioned shall be paid by the pett-ttoncr whether or not the
action requested by him in his petition is taken by the council, and
the intent and purpose of this act is to hold the city harmless and
free from any and all expenses of whatsoever nature incident to the
proceedings now required for the vacating of any strcct or alley
12 20 050 INSPECTION OF PREMISES The inspection referred
to in Section 12 20 030 shall be made by any person authortzed for
that purpose by the city council, who shall be a member of the city
council, and who shall draw or receive no compensation for such
service of inspection, but who shall inspect the location and
premises of the strcct or alley concerning which a petition has been
presented, and shall make his findings known to the council before
final action thereon by the council may be taken
Section 4 Section 22 08 030 of the Pasco Municipal Code b e
and the same is hereby amended to read as follows
22 08 030 FEE SCHEDULE FOR PUBLIC HEARINGS AND
ADMINISTRATIVE DETERMINATIONS Whenever a public hearing is
required by this title, in addition to other required data
accompanying a request involving a public hearing, the applicant
shall pay to the city an application fee according to the following
schedule
(1) Variance $50 00 $100 00
(2) Special Permit $100 00 $300 00
(3) Zone Change $125 00 $700 00
al Shoreline Permit $300 00
No application shall be processed unless the respective
application fee listed above has been paid in full, which fee shall b e
nonrefundable
Section 5 Chapter 22 92 of the Pasco Municipal Code be and
the same is hereby amended to read as follows

22 92 020 Amendment Fees
22 92 010 ADOPTED The comprehensive plan consisting of
two parts, Part I being a population, economic and land usc study,
and Part II being a residential development, community facilities,
city center, and thoroughfare study, is adopted and approved as a
policy statement to be used as a guide for the development and
redevelopment of the city
Volumes, Volume I consisting principally of policy statements
to guide development and redevelopment of the city, and Volume II
contains supporting elements as required by State law said
comprehensive plan was adopted by The City Council under
Ordinance No 3104
22 92 020 AMENDMENT FEES
Applications for comprehensive plan amendments will not be
processed until a fee of $700 has been paid
Section 6 This Ordinance shall take effect five (5) days after
passage and summary publication
