AN ORDINANCE concerning water rates and charges and amending Chapter 13 20 of the Pasco Municipal Code WHEREAS, the City Council has considered the report and recommendations made by its consultant for necessary and reasonable increases in the rates and charges for water service, and after public hearing determined that it is necessary to make increases and adjustments to the rates and charges for City water services, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES ORDAIN AS FOLLOWS: §1. Chapter 13 20 020, 13 20 030 and 13 20 040 of the Pasco Municipal Code is hereby amended by the changes shown to the sections set forth below (deletions are shown by interlineation and additions are shown by underlining) 13 20 020 SINGLE-FAMILY DWELLING UNIT-MINIMUM RATE The following shall be the minimum monthly amount charged to single-family unit accounts where such service is furnished through a separate meter for each individual dwelling unit 3/4 inch meter $ 8 00 $ 9 70 $12 00 1 inch meter $ 14 55 13 20 030 MULTIPLE DWELLING UNIT, IRRIGATION AND COMMERCIAL- MINIMUM MONTHLY RATE The following shall be the minimum monthly amount charged to multiple dwelling units, irrigation and commercial accounts inside the corporate limits of the City of Pasco for water service 3/4 inch meter $-14-00 $ 13 40 1 inch meter $ 15 90 $ 19 35 $--3-1-00 1 1/2 inch meter $ 37 75 2 inch meter $ 47 90 $ 60 55 $ 67 90 3 inch meter $ 82 70 $ 97 80 4 inch meter $11915 $15270 6 inch meter $18600 $244-60 8 inch meter $25775 13 20 040 OTHER MINIMUM MONTHLY RATES The following shall be the minimum monthly rate charged on a per dwelling unit basis for each dwelling unit where a person residing therein shall show satisfactory proof under oath in writing to the City Finance Director of the following 1 That he or she is sixty five sixty-two years of age or older, 2 That he or she is a single occupant of or the head of a household all of whose members have a combined annual income from all sources that is not greater than the United Stated Federal Poverty Level Such poverty level shall be determined by the "Very Low Income Limits" and updated annually by the Finance Director, 3 The person must be the applicant for the water service and must be directly responsible for the payment of the water bill, 4 The person must have resided at such place for a period of not less than ninety consecutive days prior to the effective date of the rate set forth below and must intend to remain at such place The person must state under oath that he or she will inform the City in writing if there is any change in their or the household's status as it relates to the requirements set forth above The City Finance Director may require the person demonstrating satisfactory proof for a household that qualifies for the rate set forth in this section to make an updated application at any time ); "Head of the household" means the person owning or having control of the dwelling unit In the case of a husband and wife, either person shall be considered the "head of household" Dwelling units qualifying as set forth above shall be charged a monthly rate equal to one-third of the otherwise applicable rate for the minimum monthly rate All consumption shall be charged at the regular rate §2 This ordinance shall take effect five (5) days after passage and publication PASSED by the City Council of the City of Pasco this a‘ \ day of 1996 ATTEST APPROVED AS TO FORM oett-RAO-rt) ^-c-z---------A.t...uf Catherine D Seaman, Deputy City Clerk Leland B Kerr, City Attorney 111111111 1 11111 1 111 11 1 1111 1 11 11 1 111 1 111 FINANCE DEPARTMENT (509) 545-3401 / Scan 726-3401 / Fax (509) 545-3403 PO BOX 293, 525 NORTH 3RD AVE , PASCO, WASHINGTON 99301 October 22, 1996 Tn-City Herald P0 Box 2608 Pasco, Wa 99302 Dear Kathy Please publish the attached Ordinance(s) No 3178 - 3181 on the following date October 27, 1996 Please send two (2) Affidavits of Publication for each Thank you, Catherine D Seaman, Deputy City Clerk 545-3402 cds * No attachments or maps included COUNTY OF BENTON SS STATE OF WASHINGTON I I Iv!
