AN ORDINANCE changing the names of streets heretofore known as
Road 100 and Broadmoor Parkway
WHEREAS, the identification of streets plays an important
function in maintaining the safety and welfare of residents and
visitois of the City, and,
WHEREAS, street names are the principal means for the public
to refeience and locate properties in the City, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS
Section 1 That Broadmoor Parkway from the intersection of
Rd 68 to the intersection of Rd 100 is hereby renamed and shall
henceforth be referred to as Sandifur Parkway
Section 2 That Road 100 from the south line of the FCID
iirigation canal to its northern terminus is hereby renamed and shall
hencefoith be referred to as Broadmoor Boulevard
Section 3 This ordinance shall be in full force and effective
aftei its passage and publication as required by law

RE Additional Information /Name Change request
Dear Rick,
I have recently been in contact with Tim Fife at the Franklin County engineering office
regarding the county's procedure to formally request the name of Road 100 be changed
to Broadmoor Boulevard He stated that it is the County's position that since part of Road
100 is within the city limits, the City should be the lead agency and the county will
participate in the process Once we go through the process and City approval is granted,
they will recommend the change to the Franklin County Commissioners At some point,
the residents with addresses on Road 100 will have to be notified and be given an
opportunity (Public Hearing) to comment I told Tim that our request is scheduled to be
included on the City Council agenda for the April 8th meeting Please let me know if there
is any information we need to prepare or provide for the meeting
Regarding your suggestion to change "Broadmoor Parkway" to "Sandifur Parkway" instead
"Sandifur Way", we have no objection

Dear Rick,
This letter is to inform you of our desire to rename Road 100 to Broadmoor Boulevard This
concept came out of a discussion in the office of Bob Alberts, in which you, he, and I were trying
to determine how to best solve at least one of the issues presented by Washington Department
of Transportation sign rules As you recall, WashDOT has very strict sign rules concerning
interstate highways By making the name change at Road 100 we will greatly reduce or eliminate
confusion by travelers on where to exit to access Broadmoor Park Outlet Mall and other
developments at Broadmoor Park
At the same time we change Road 100 to Broadmoor Boulevard, we are hereby petitioning the
City of Pasco to allow us to change the name of Broadmoor Parkway to Sandifur Way C Paul
Sandifur Sr, now deceased, as well as his son, C Paul Sandifur, Jr who is President of
Metropolitan, have made significant contributions to the growth and development of this western
area of Pasco It would be fitting that this stretch of road in the city of Pasco bear their name
Please call to advise us how we need to proceed with both of these changes Attached is a letter
which was sent to the Franklin County Commissioners asking for their approval We are willing
to quickly respond to the procedures and pnonties which are necessary to get the changes made
to the names of these roads

Dear Commissioners,
This letter is to notify you of our desire to immediately begin a process to change the name of
Road 100 to Broadmoor Boulevard At the same time this name change is taking place, we will
also be changing the name of Broaamoor Parkway to Sandifur Way
Allow me to explain our reasoning for the proposed changes As you are aware, the Wasnington
Department of Transportation has very restrictive sign requirements effective along interstate
highways These restrictions make it quite difficult to alert the public to such activities as our
shopping mall at the exit of 1-182 and Road 100 With the Road 100 renamed to Broadmoor
Boulevard, the exit designation signs would indicate that name and alert people who are looking
for Broadmoor Park Outlet Mall Also, the renaming of the road will provide a certain
sophistication to the development along that area
We are petitioning the City of Pasco for this name change as well as a change in name for
Broadmoor Parkway I am enclosing a copy of our initial letter to the city
If there are certain processes or priorities we need to go through to garner your approval please
let me know and I will respond to them I know you will agree that renaming Road 100 (perhaps
a new name should also be considered for Road 68), is a positive thing and the right thing to do
