AN ORDINANCE concerning the carrying out of a system or plan for
additions and betterments to and extensions of the water works utility of the
City, the modification of effluent flow characteristics as identified in the
facility plan, amending the facility plan, and amending Ordinance No 3040
WHEREAS, on August 15, 1994 the City Council approved Ordinance
No 3040, an Ordinance relating to the water works utility of the City,
specifying, adopting and ordering the carrying out of a system or plan for
additions and betterments to the extensions of the water works utility of the
City, authorizing the issuance of water and sewer revenue bonds in the
amount of up to eight million five hundred twenty thousand dollars
($8,520,000 00) to obtain a part of the funds with which to pay the costs of
carrying out a portion of that system or plan, authorizing the issuance of a
three million dollar ($3,000,000 00) par value water and sewer revenue bond
anticipation note pending the issuance of the bond, fixing the date, interest
rates, form, maturity, terms, covenants and uses of the proceeds of those
bonds, creating a special note redemption fund and a construction fund, and
providing for the sale and delivery of the note to West One Bank,
Washington, of Seattle, Washington, and
WHEREAS, in order to settle an existing dispute with the Washington
State Department of Ecology over the conditions required in a National
Pollution Discharge Elimination System (NPDES) permit for the City and its
Wastewater Treatment Facilities, the City amended said Ordinance and plan
on December 19, 1994, and
WHEREAS, further improvements to the plan have been identified
and to facilitate grant funding it is necessary to make further amendment to
the plan, now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS
§1. That Ordinance No 3040 adopted by the City Council on August 15,
1994, as previously amended on December 19, 1994, is hereby amended only
to the extent that the system or plan of additions and betterments to and
extensions of the waterworks utility of the City described in Exhibit "A"
attached thereto and adopted by Section 1 of said Ordinance, is hereby
amended by the exhibit attached hereto titled CITY OF PASCO,
WASTEWATER FACILITIES PROJECT, DESIGN MEMORANDUM NO 2,
MODIFICATION TO THE FACILITY PLAN by HDR Engineering, Inc , March,
1995

CITY OF PASCO WASTEWATER FACILITIES PROJECT
SUMNIARY
The purpose of this Design Memorandum is to identify and clarify the Facility Plan with
associated Preliminary Design Report at the City of Pasco Wastewater Treatment Plant for the
design year 2005, and to amend said Facility Plan and Preliminary Design Report to incorporate
these clarifications
FINDINGS
1 The influent flow for the design year 2005 is 4 52 mgd for maximum month average
daily conditions
2 The influent BOD loading for the design year 2005 is 10,690 ppd for maximum month
average daily conditions
3 The influent TSS loading for the design year 2005 is 8,720 ppd for maximum month
average daily conditions
4 The existing secondary clarifier will be used as an intermediate clarifier following the
trickling filter process to mitigate fouling of the fine bubble diffusers and accumulations
of grit (snails) in the aeration basin
5 A new rectangular clarifier, one-half the width of the existing primary clarifier by the
length of the existing primary clarifier (18-1/2 FT x 148 FT), will be required to meet
2005 design influent conditions
6 A lime feed system will be required, following primary clarification, to increase
alkalimty of the wastewater to permit nitrification in the aeration basins as required by
the NPDES permit
RECOMMENDATIONS
1 The Facility Plan and associated Preliminary Design Report are modified and amended
as set forth in this Design Memorandum No 2 to reflect the following for the design
year 2005
a Influent Flow 4 52 mgd maximum month average day
BOD Influent 10,690 ppd maximum month average day
TSS Influent 8,720 ppd maximum month average day
Existing Secondary Clarifier to be incorporated into process as an Intermediate
Clarifier
Add a primary clarifier (18-1/2 FT x 148 FT) to the process
Add lime to the process for adjustment of alkalinity to complete mtrification of
the wastewater
