AN ORDINANCE relating to zoning and amending PMC Title 22
WHEREAS, cities have the responsibility to regulate and control the physical
development within their borders and insure the public health, safety and welfare are
maintained, and,
WHEREAS, the City of Pasco has zoning regulations that encourage orderly
growth and development of the city, and,
WHEREAS, from time to time the City Council assess the zoning regulations with
respect to growth within the community, and,
WHEREAS, the City Council has conducted a public hearing and determined that
to further the purpose of the comprehensive planning and to maintain and protect the
welfare of the community, it is necessary to amend PMC Title 22, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON,
DOES ORDAIN AS FOLLOWS:
Section 1. That PMC Title 22 12 is hereby amended to include a new
subsection 22 12 835 to read as follows
WINERY (COMMERCIAL): A commercial winery is a facility designed for crushing,
pressing, fermenting, bottling, and cellanng wine for retail and
wholesale purposes A commercial winery produces less than
50,000 cases of wine a year
Section 2. That PMC Section 22 42 025 is hereby amended to include a new
subsection 22 42 025 (G), to reads as follows
(6) Wineries as defined in Section 22 12 835 provided the
following standards are met or exceeded
a) Outdoor Storage: Outdoor storage of any kind, except wine
storage, is prohibited unless such storage is completely screened
from public view by an opaque screening device Screening visible
from public rights-of-way and less intense zoning districts shall be
constructed of brick, decorative concrete, natural stone, decorative
masonry or cedar fencing material
Screening shall be constructed and maintained at a sufficient height
to visually screen all stored materials
b) Utilitarian Areas: All areas of the property used for loading
and unloading purposes, trash receptacles, transformers and utility
purposes shall be visually screened as provided in Section a above
c) Landscape and Buffering: In addition to the landscape
provisions of Title 22 82, the Planning Commission may require
additional landscape features to insure the proposed winery will be
in harmony with and not impair the value of present and future

development of adjacent lands The spacing of shade trees in all
buffer areas shall be reduced to thirty linear feet Buffer area trees
shall be a caliper size one and one-half inch at the planting
d) Exterior Lighting: Exterior lighting shall be directed on site
so as not to interfere with the comfort and repose of adjoining
property owners
e) Building Design. The exterior of all structures shall be
constructed of brick, natural stone, exposed aggregate, decorative
concrete, stucco, cedar siding or lap siding as approved by the
Planning Commission Roofing materials may consist of
composition shingles, standing rib or delta rib baked enamel metal
roofs, or alternate as approved by the Planning Commission
0 Conflicting Regulations: Whenever any provision of sub-
sections (a)-(e) imposes more stringent requirements or limitations
than required by the provisions of any other ordinance or portion of
this title concerning the same subject matter, the provisions of this
section shall govern Whenever the provisions of any other
ordinance or portions of this title impose more stringent
requirements than imposed by sub-sections (a)-(e) the more
stringent requirements shall govern
Section 3. This ordinance shall be in full force and
publication as required by law
