B Proposed Ordinance
II. ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS:
MOTION: I move to adopt Ordinance No , vacating a portion of Railroad
Avenue from 1-182 to Foster Wells Rd
III FISCAL IMPACT:
NONE
IV. HISTORY AND FACTS BRIEF:
A The Franklin County P U D has requested the City of Pasco vacate the eastern 15
feet of Railroad Avenue for the location of a transmission line to serve the Pasco
Processing Center The P U D has concerns about locating a line of this magnitude
in the right-of-way due to the potential for the city to request various improvements
be moved at owner expense
B The right-of-way for this portion of Railroad Avenue is 100 feet in width Major
arterials within the community are typically only 80 feet in width which has proved
adequate
C The P U D is requesting an easement be retained on the portion of right-of-way
vacated so the transmission line can be located without obtaining easement from each
property owner
V. DISCUSSION:
A The Acting Public Works Director has no objection to this vacation proposal
B The Franklin County P U D is the agency which requested the vacation and are
in favor of the request provided an 15 foot easements is retained
C Cascade Natural Gas Corporation has stated this does not affect existing or future
utility provision to the area
