ORDINANCE NO, 3cv-ii
AN ORDINANCE providing for an increase in sewer rates and charges,
and amending sections 13 40 020, 13 40 030, 13 40 040, and 13 42 010
WHEREAS, the city council following public hearing and review of the
1994 Sewer Rate Study by Economic and Engineering Services, Inc has
determined it appropriate and necessary to raise certain rates and charges for
City sewer service, and
WHEREAS, the estimated cost of upgrading the sewer treatment plant
has increased from 12 million to 19 million dollars since the sewer rates and
charges were last revised, due to more stringent regulations imposed by the
Washington State Department of Ecology on the operation and discharge
from the treatment plant,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS
§1. Section 13.40 020 of the Pasco Municipal Code is hereby amended to
read as follows (new language shown by underlining and deletions shown by

13 40 020 DWELLING UNIT/MULTIPLE FAMILY MONTHLY RATE The
monthly rate for each dwelling unit within the corporate limits of the city of Pasco
shall be twenty-nine nineteen dollars forty sixty cents ($29 40 19 60) "Dwelling
units" as used herein includes each unit, space or lot for rent or lease in a park for
mobile homes, recreational vehicles and trailers whether or not actually rented
Provided, however, multiple family residential buildings with five residential units
or more and mobile home and recreational vehicle parks with five residential units
or more (whether or not actually rented) shall pay a mimmum monthly rate for each
dwelling unit of twenty-three fifteen dollars fifty-five seventy cents ($23 55 15 70)
§2. Section 13 40.030 of the Pasco Municipal Code is hereby amended to
read as follows (new language shown by underlining and deletions shown by

13 40 030 HOTEL AND MOTEL MONTHLY RATE The monthly rate for hotels
and motels within the corporate limits of the city of Pasco shall be twelve ftve
dollars seventy five cents ($12 00 5 75) per unit per month

§3. Section 13.40.040 of the Pasco Municipal Code is hereby amended to
read as follows (new language shown by underlining and deletions shown by

13 40 040 COMMERCIAL MONTHLY RATE The monthly sewer
amounts charged to commercial accounts inside the corporate limits of the city of
Pasco shall be thirty-four twenty three dollars fifty cents ($34 50 23-00) minimum
plus $1 18 79¢ per one hundred cubic feet for all water used over one thousand
cubic feet per month
§4. Section 13.42.010 of the Pasco Municipal Code is hereby amended to
read as follows (new language shown by underlining and deletions shown by

13 42 010 SEWER SYSTEM CAPITAL EXPANSION /REPLACEMENT
CHARGES At the time of application for the connection to the public sewer inside
the city limits and all cases where a sewer service account inside the city limits has
not been billed at least the applicable sewer service charge for each of the preceding
twenty-four months, the following fees shall be paid to the city
Dwelling units
Hotel/motel units
Commercial—The sanitary sewer system
charges shall be based on the size of

Ill HISTORY AND FACTS BRIEF
A) At the June 6, 1994 City Council meeting, Council authorized Economic and
Engineering Services, Inc (EES) to undertake a rate study for the sewer utility A
draft of the final report was reviewed with the Council Sewer Committee on August
3, 1994 It was the decision of the sewer committee to accept the consultant's
recommendation to increase sewer rates 50% This would establish a residential
rate of $29 40 per month The report was presented to the full Council at the August
8, 1994 Workshop At that time staff was directed to set a public hearing, to
consider the sewer rate increase, for September 6, 1994
B) As a result of the last cost of service and rate study done by EES for the city, it was
determined that hotels/motels were not paying a proportionate share of sewer costs
The percentage of the last rate increase for hotels/motels was larger than other
classes of customers, but still did not get them to the level that they paid their full
share based on the cost of service study EES offers two options in their study Option
1 increases hotel/motel users the same percentage as other users, Option 2
increases them to their proportionate share and results in a 109% increase The
sewer committee recommended Option 2 be adopted
C) At the August 8, 1994 Workshop, Mr Gould also presented a review of System
Development Charges that recommended an increase from $100 per equivalent
residential unit to $542 41 per equivalent unit
D) Mr Gould presented to City Council at a public hearing conducted September 6, the
recommended rate increase of 50% with the two options for hotels/motels Tony
Krutsch, of HDR Engineering, explained how additional Department of Ecology
requirements have driven the cost of the wastewater treatment plant upgrade from
$12 million in 1992 to over $19 million in 1994
E) The City Council received comment during the September 6, hearing from 16
citizens and also received a petition bearing the signature of 173 Pasco citizens The
petition and virtually all of the comment at the public hearing clearly objected to the
rate increase
F) The capital improvements required for the sewage treatment plant and the capital
projects committed to by Council to facilitate development total $26,340,600
through 1997 The only means of meeting the debt service required to fund these
projects is through the rate increase recommended by EES
IV DISCUSSION
Staff has prepared a sewer rate ordinance based on the recommendations of the Council
Sewer Committee The ordinance increases rates by 50% for residential, multi-family
residential and commercial customers It increases the hotel/motel rate 109% to
reflect the actual cost of service It establishes the System Development Charge at
$542 41 per equivalent residential unit It is staff's recommendation that any rate
increase take effect January 1, 1995
