AN ORDINANCE concerning water and sewer rates and charges,
adding new section 13 20 035 and new section 13 40 042 to the Pasco Municipal
Code
WHEREAS, the City Council has recognized that within the central
downtown area of the city there exists older common-wall buildings used for
commercial purposes by a single occupant which have more than one water
meter and that the expense of modifying the building's plumbing to reduce
the number of water meters and the associated minimum billings per meter
is not economically practical, now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS:
§1. New Section 13 20 035 is hereby added to the Pasco Municipal Code,
which section shall read as follows
13 20 035 COMMON WALL BUILDINGS/DOWNTOWN AREA-
MULTIPLE METERS The owner or occupant of real property in
the central downtown area of the City of Pasco within the
boundaries of First Avenue to Tenth Avenue and Clark Street to
Columbia Street upon which there exists a commercial building
with multiple units divided by common walls and occupied by a
single commercial user may elect to have a single minimum
water service charge rather than the multiple minimums from
each existing meter serving the building In the event of such an
election, the minimum water service charge shall be equivalent
to the minimum charge if the building were served by a single
meter of a size required to provide the same service capacity as
the existing multiple meters provide to the property
§2. New Section 13 40 042 is hereby added to the Pasco Municipal Code,
which section shall read as follows
13 40 042 COMMERCIAL MONTHLY RATE MODIFIED
MULTIPLE METERS The monthly sewer amount charged to a
commercial account electing the alternative water billing
procedure under Section 13 20 035 shall be based upon a single
equivalent water meter rate rather than the rate for multiple
meters providing water service to the premises

§3. This Ordinance shall take effect five (5) days after passage and
publication

At the July 25, 1994 workshop meeting Council directed staff to prepare an ordinance
that would give commercial customers, that were the sole occupants of common-wall
buildings served by more than one water service the option to be charged only one water
and one sewer minimum charge The minimum charge is to be based on the minimum
charge for the size of single meter that would be required to equal the potential volume of
the total meters serving the building
