AN ORDINANCE concerning new water service and sewer connections,
amending PMC Section 13 22 015
WHEREAS, in consideration of a number of undeveloped lots and other
property, and the overall benefit to the city and the utility that would be derived
from the development of such lots and the connection to the city water and sewer
systems, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
ORDAIN AS FOLLOWS
Section 1 New Section 13 22 015 is hereby added to the Pasco Municipal
Code, which section read as follows
13 22 015 EXEMPTIONS TO INCREASED CHARGES Those
amendments to Chapter 13 22 010 PMC, 13 36 020 PMC and 13 44 011 PMC set
forth in Ordinance No 2961 passed August 16, 1993, increasing the charges for
"water system capital expansion/replacement charges" and "connection to
existing lines" and increasing the charges for hook-up to existing sewer mains shall
not be effective against real property in the City of Pasco located in the area -east
of Fourth Avenue, south of Highway 395 and west of Highway 12 and south of "A"
Street cast of 14th Avenue extended west of Highway 12, south of Highway 395,
and east of 20th Avenue The charges set forth in such code sections prior to
said amendment shall remain in effect against such property The City Council
shall review these exceptions for their effect upon encouraging development in the
affected area and its actual benefit to the city utility at least annually beginning in
1994
Section 2 This ordinance shall take

A In September of 1993, sewer and water system capital
expansion/replacement charges and charges for new services were
increased Subsequent to that increase, two ordinances were passed
exempting certain properties from the increased charges
B Staff has recently been approached by a perspective in-fill
developer with a request for consideration of expanding the exempted
area
V DISCUSSION
One of the major reasons for exempting certain areas within the city
from the increased utility charges was to encourage and facilitate in-
fill development This in-fill development effort was further supported
recently by the creation of provisions permitting manufactured homes
within older subdivisions At the request of a in-fill developer, staff has
studied additional areas of the community that might appear to be
candidates for exemption of the increased utility charges
After studying the vacant lands map and the age of subdivisions, staff is
recommending the exempted area be increased to include all properties
east of 20th Avenue Many of the neighborhoods within this area have
characteristics similar to other neighborhoods already included within
the exempted area for utility charges By extending the boundary line
to 20th Avenue, the city will be able to remove all barriers to facilitate
in-fill development within the area identified This change will affect
approximately 18 buildable residential tracts and a halt dozen small
commercial tracts as well as a large commercial area at the corner of
20th Avenue and Lewis Street
