AN ORDINANCE relating to Parks and Recreation and setting new
rates for City Swimming Pools
WHEREAS, The Pasco City Council last established rates for City
Swimming Pools by Ordinance No 2356 adopted May 3, 1982, now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS.
§1. The fee schedule setting forth the charges at the City Swimming
Pools for admission, lessons, and the rental of a pool for a private pool party
shall be as set forth in Exhibit "A" attached hereto and incorporated herein by
this reference
§2. This Ordinance repeals Ordinance No 2356 and any other
Ordinance or portion thereof inconsistent with the provisions of this
Ordinance
§3. This Ordinance shall take effect five (5) days after passage and
publication
Passed by the City Council of the City of Pasco, at a regular meeting this
6th day of June, 1994

IV. HISTORY AND FACTS BRIEF
The City operates and manages 3 municipal swimming pools (Kurtzman,
Memorial, Richardson) Current fees have not been adjusted for at
least 10 years The 1994 budget reflects an increase of $5,000 in pool
revenue based on new pool rates
The City Council reviewed this subject at the May 9, 1994 workshop The
City Council requested Park Board input On May 12 the Park Board met and
discussed this item
V. DISCUSSION:
The City currently charges for daily admission, season tickets, swim lessons
and pool rental The proposal would increase 3 of the 4 categories and
eliminate season tickets, replacing them with ticket books
Kennewick has used ticket books for 4 - 5 years and they have found this
procedure has helped reduce potential abuse of season ticket purchases
At times people try to purchase tickets for other than family members
An additional benefit of ticket book sales then would reduce the amount of
cash transactions at the pools All ticket books would be sold at the Parks &
Recreation office where currently all swimming lessons and pool rental
arrangements are transacted
Costs to operate the pools have increased significantly in the past 2 - 3 years
Operating supplies and an increase in pool employees salaries to be
competitive with other jurisdictions for qualified personnel, accounts for
the need to discuss this issue In 1993 we spent approximately $81,00 for
personnel and supplies while generating only $21,300 in revenue
Based on a conservative average of 60 swims per summer a current individual
season ticket holder can swim for $ 33 - 58 per time depending on residency
A family ticket is even less at $ 09 - 42 per time based on 2 - 7 family

members each swimming 60 times per season

When considering swim pool fees one must try to balance the need to help
offset some of the operational costs with the need to make available
swimming to all children Swimming is usually an inexpensive method to
provide wholesome recreation for a large number Therefore, the issue is
to what degree the City Council decides to subsidize the swimming program
The Park Board feels a distinction, for lessons only, should be considered
for Franklin County residents Given the fact that the proposed ticket book
prices are close ($40 - 50) to a youth daily admission ($ 50), the Park Board
did not suggest a Franklin County fee Option "A" reflects this suggestion by
proposing a City, Franklin County and non City/Franklin County rate
Option "B" is the same as submitted by staff to the City Council on May 9, 1994
which reflects suggestions made by the City Council of increasing non resident
lesson fees
If council wishes to proceed with either option A or B the appropriate
ordinance would be prepared for the June 6 regular meeting

Dear Mayor DeFelice and City Council
At today's Park and Recreation Advisory Board meeting the Park Boaid further
discussed the need for increasing swimming pool fees to help offset rising
operating costs
We feel there is a need to make a distinction for Franklin County residents and
therefore recommend a Pasco, Franklin County and non Pasco/Franklin County
schedule as shown as Option A
If this does not meet your approval then Option B should be considered
