(D cM AN ORDINANCE concerning management/staff positions and their authorized monthly salary, and amending Ordinance No 2985 by revising the classification of Community Development Director and adding the new position classifications of City Planner and Information Systems Manager WHEREAS, upon recommendation of the City Manager, the City Council has determined that in the public interest and in the interest of good City management to make changes in the City management position classifications and provide the appropriate maximum monthly salaries for such position changes, now, therefore, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS §1. Ordinance No 2985 passed by the City Council on December 20, 1993 is hereby amended by the revision of the schedule of maximum monthly salaries for Management positions as set forth in the attachment hereto titled 1994 MAXIMUM MANAGEMENT STAFF SALARY, which attachment by this reference is incorporated herein as if fully set forth §2. In all other respects, Ordinance No 2985 shall remain the same §3. ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS: 2/14 DISCUSSION 2/22 MOTION: I move to adopt Ordinance No , amending Ordinance No 2985 by revising the classification of Community Development Director and adding a City Planner clasification and an Information Systems Manager classification MOTION: I move to adopt Ordinance No , amending Ordinance No 2984 by adding the classification of Computer Support Specialist and deleting the classification of Data Processing Speciahst MOTION: I move to authorize and direct the City Manager to fill the individual positions of Community and Economic Development Director, City Planner, Information Systems Manager and Computer Support Specialist, and include said authorization in the 1994 Supplemental Budget III. FISCAL IMPACT: Community Development Dept.: Approximately $50,000 annual operating cost increase Data Processing: Approximately $40,000 annual operating cost increase IV. HISTORY AND FACTS BRIEF: A) With the advent of the Broadmoor Park development recently announced by Metropolitan Mortgage for 400 acres at the Road 100 interchange and the Hanford Economic Transition Initiative getting underway, the city needs to improve its capacity to participate fully in those efforts At the same time, there have been concerns expressed about the lack of aggressive marketing of the community in regards the current boom in the Tn-Cities regional economy The present capacity of the Community Development Department is extremely limited, due to both the number of personnel and the relevant experience of those holding the current positions B) The Data Processing effort of our organization has essentially been on a maintenance program for the last few years with regard to our mainframe The only expansion has occurred in the area of PC's With that expansion underway and the opportunities associated with moving most of our operations into a single building at the end of the year, it is an opportune time to improve the capacity of our Data Processing Division to make the most of the opportunities to further expand our automation and, more importantly, network our individual systems V. DISCUSSION: A) With regard to the Community Development Department, the individual who previously held the Block Grant Coordinator position (and who performed economic development work during a fraction of his time) has been re-classified as Economic Development Specialist and performs those duties fulltime Rather than hire another Block Grant Coordinator, it is my recommendation that the Block Grant duties be assigned to the Planning Division of the Community Development Department In order to absorb that workload, I am further recommending that the Community Development Director position be split into two new positions first, the City Planner position would supervise the Planning Division of the department and absorb the Block Grant Program duties (eliminating need for the Block Grant Coordinator position), second, the Community and Economic Development Director would become the manager of the revised department and would possess the economic development background necessary to improve the capacity of the department to pursue the community's economic development objectives Once in place, the Economic Development Specialist would be re-assigned from the City Manager's department to the Community and Economic Development Department, thus eliminating a present difficulty in communication and coordination The estimated effect on operating costs will be an increase of approximately $50,000 to the General Fund Operating Budget Some of that increased expenditure, however, should be offset by increased tax base resulting from the improvements in the economic development effort of the community B) The Data Processing changes are presented at this time by the recent departure of the former Data Processing Specialist and the recruitment of an individual with extensive background and capability I am recommending that the division be re-structured to take advantage of the capabilities of the individual already recruited and on staff first, create an Information Systems Manager position (as part of the Management Team) and assign the current DP System Speciahst to that new division manager position, second, replace the Data Processing System Specialist with a Computer Support Specialist at a lower grade (in view of the reduced capabilities necessary for the support position) The net cost of these changes should add no more than $40,000 annual expense to the General Fund Operating Budget The expected benefits of these changes will not only be seen in improved automation and networking, but improved efficiencies and operations ultimately leading to on-going cost-savings Although it's difficult to quantify, an example of the kinds of efficiencies which can be created have led, in the past, to the reduction of Clerks in the Police Department (at the rate of $25,000 annual savings for each position eliminated), thus, one can readily see the potential for either cost reductions or cost avoidances as the city grows and realizes expanded service demands C) In reviewing the 1994 budget for projected revenues, there would not appear to be the financial capacity to absorb the recommended changes However, in reviewing the actual 1993 revenues and projecting the same for 1994, it would appear that there is comfortable room to absorb both of the recommended changes (approximately $90,000 annual operating cost increase) Given the needs of the organization and the community with respect to both areas, I strongly recommend Council permit the changes to occur and assess the benefits in 18 months COMMUNITY DEVELOPMENT -7-- ( Community & Economic Development Director Build ng Inspection Code Enforcement Economic Development Specialist I City Planner I I Assistant Planner Associate Planner n Information Services Manager / 1 Corn p ute r Support Specialist , ORDINANCE NO.
