AN ORDINANCE concerning new water service and sewer connections, and amending PMC Section 13 22 015 EXEMPTIONS TO INCREASE CHARGES WHEREAS, in enacting PMC Section 13 22 015 an inadvertent omission was made by not including the increased charges for connection to existing water service lines (PMC 13 36 020), now, therefore, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: §1. Section 13 22 015 of the Pasco Municipal Code is hereby amended by the additional underlined language and deleted interdelineated language to read as follows 13 22 015 EXEMPTIONS TO INCREASE CHARGES Those amendments to Section 13 22 010 PMC, 13 36 010 PMC, 13 36 020 and 13 44 011 PMC set forth in Ordinance No 2961 passed August 16, 1993, increasing the charges for "water system capital expansion/replacement charges" and "new service lines" and "connection to existing lines" and increasing the charges for hook-up to existing sewer mains should not be effective against real property in the City of Pasco located in the area East of Fourth Avenue, South of Highway 395, West of Highway 12 and South of A Street, East of 14th Avenue extended The charges set forth in such code sections prior to said amendment shall remain in effect against such property The City Council shall review these exceptions for their effect upon encouraging development in the affected area and its actual benefit to the City utility at least annually beginning in 1994 §2. AN ORDINANCE concerning connection to new service lines inside the City, and amending PMC 13 36 010 WHEREAS, upon recommendation of the City Finance Director, the City Council believes that it is more fair and practical to assess an amount fixed annually for new water connections to new service lines inside the City rather than determine and assess actual costs at the time of each hookup, now, therefore, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS §1. Section 13 36 010 of the Pasco Municipal Code is hereby amended to read as follows (deletions shown by interdelineation and additions shown by underlining) 13 36 010 NEW SERVICE LINES INSIDE CITY For each water connection there shall be a charge for the service and water meter in an amount equal to the actual average costs to the City of the service connection and installation, including the water meter covering both parts and labor The average cost to the City shall be determined annually by the City Finance Director based upon the average cost to the City of such service connections and installations in the previous calendar year A deposit sufficient to cover actual cost for meters shall be made in advance That portion of the deposit, if any, in excess of actual cost average cost shall be refunded upon completion of the installation In addition to the above charges, when it becomes necessary to open a paved street and replace pavement a fee shall be charged in the amount determined as follows $100 00 plus $25 00 per square yard In those areas where it is not possible to determine asphalt patch quantities in advance, they will be computed from field measurements after completion of the work and will be billed to the applicant or deducted from the deposit V • r _ §2.
