AN ORDINANCE amending Title 22 by enacting a new Chapter 22 61 dealing with heavy
industrial zorung
WHEREAS, cities have the responsibility of regulating and controlling the physical
development within their borders and insure that public, health, safety and welfare are
maintained, and,
WHEREAS, the City Council has determined that to foster greater latitude for industnal
development and provide additional land use protection for certain industrial activities, it is
necessary to create a new zomng district, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES ORDAIN AS
FOLLOWS
Section 1. That PMC Title 22 is hereby amended to include a new Chapter 22 61 to
read as follows
CHAPTER 22 61
1-3 HEAVY INDUSTRIAL ZONE
Sections
22 61 010 Purpose
22 61 020 Permitted Uses
22 61 030 Prohibited Uses
22 61 040 Building Height
22 61 050 Lot Area
22 61 060 Yard Requirements
22 61 070 Landscape Requirements
22 61 080 Parking Requirements and Improvements
22 61 010 PURPOSE The heavy industrial district is estabhshed to provide areas
in the city where heavy industrial, manufacturing, processing, assembly, fabricating and
ancillary activities can occur while being protected from encroachment of commercial and
residential uses This district is intended to permit high intensity land uses that would be
termed obnoxious due to noise, glare and other emissions resulting from the manufacturing
process
22 61 020 PERMI1 lED USES The following shall be permitted in the 1-3 zone
1) All uses not otherwise prohibited by law except those listed in 22 61 030
22 61 030 PROHIBITED USES The following uses shall be prohibited in the 1-3
district
(1) Single-family dwellings
(2) Multiple family dwellings
(3) Public and private schools except for apprenticeship
and vocational training programs
(4) Churches
(5) Group care homes
22 61 040 BUILDING HEIGHT There are no building height requirements in the
1-3 zone

22 61 050 LOT AREA. There are no lot area requirements except for those
associated with required parking as provided under Chapter 22 84
A. Front Yard No requirements
B Side Yard No requirements , except when adjoining any R district, m which
case not less than 200 feet, of which a strip of at least ten feet
wide shall be landscaped and maintained as a buffer area
C Front Yard No requirements, except when adjoining any R district, in winch
case not less than 200 feet, of which a strip of at least ten feet
wide shall be landscaped and maintained as a buffer area
22 61 070 LANDSCAPE REQUIREMENTS Except as provided in 22 61 060 all
development within the 1-3 zoning distnct shall be exempt from the landscape provisions and

22 61 080 PARKING REQUIREMENTS AND IMPROVEMENTS In the 1-3 (Heavy
Industrial) district, off street parking shall be provided in accordance with Chapter 22 84
except the parking lot standards required by Section 22 84 020
Section 2. That the title of PMC Chapter 22 60 is hereby amended to read as follows
1-2 -Heavy- Medium Industrial Zone
Section 3. This ordinance shall take effect five (5) days after passage and publication

February, 1994

SUMMARY OF ORDINANCE NO aci\L-1
Is an ordinance relating to zoning amending PMC Title 22 by enacting a
new Chapter 22.61 creating provisions for an 1-3 (Heavy Industrial)
zoning district.
Section 1. Amends PMC Title 22 by adding a new Chapter 22.61
entitled 1-3 (Heavy Industrial) zone. Further, this new district contains
a purpose statement, permits uses that are not otherwise prohibited by
law, and prohibits residential uses and community service facilities.
This chapter also contains provisions for building heights, lot area
requirements, setback requirements and exempts developments within
the 1-3 zoning district from landscaping requirements and parking lot
improvement requirements.
Section 2. Amends the title of Chapter 22.60 from heavy
industrial zone to medium industrial zone.
Section 3. Requires the ordinance or this summary herein to be
published before the ordinance is in effect.
