AN ORDINANCE concerning employee benefits
WHEREAS, The City Council has determined it appropriate to raise the
basic group term life insurance benefit for non-management, non-represented
employees from two thousand five hundred dollars ($2,500 00) to twelve thousand
dollars ($12,000 00), now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
§1. Section 2 42 600(b) of the Pasco Municipal Code is hereby amended to
read as follows
(b) In addition to salaries, all regular non-represented
full-time and regular non-represented part-time employees
shall be entitled to the msurance benefits listed below
(1) Medical Insurance, provided regular part-time
employees pay own premium,
(2) Dental Insurance, provided regular part-time
employees pay own premium,
(3) Life Insurance $12,000 00, except that Department
Heads shall receive the policy value of $50,000 00 and
Supervisors a policy value of $30,000 00 All Life
policies shall be group term policies of insurance
(4) State Industrial Insurance, Medical Aid and Pension,
as provided for in the Revised Code of Washington The
cost of medical aid and pension are to be shared equally
by the City (the employer), and the employee or as
otherwise required by State or Federal Law
Except as otherwise provided herein or as provided m
union agreement, all benefits shall be provided by an
insurance carrier selected by the City, or provided by the
City through a program or programs of self-insurance, -and-
exoept - as - etherwise - provided- -by- -Union- -Agreement s all
premiums for said benefits shall be paid by the City

MOTION I move to adopt Ordinance No , raising the basic group life
insurance benefit for non-management, non-represented employees
from two thousand five hundred dollars ($2,500) to twelve thousand
dollars ($12,000)
III HISTORY AND FACTS BRIEF.
The City currently provides $2,500 of life insurance for all regular full-time
and regular part-time, non-management and non-represented employees Per
contract the City provides firefighter and uniformed police union members
$15,000 of life insurance
IV FISCAL IMPACT.
The cost of providing life insurance is $031 per $1,000 of coverage each
month The City currently pays $0 78 for those employees with $2,500
coverage The annual additional cost to provide $12,000 for all eligible
employees, (currently 45), would be $1,593
V DISCUSSION.
It was staff's recommendation that the City increase the life insurance benefit for
all eligible employees from $2,500 to $10,000 At the December 13, 1993
workshop, Council directed that the life insurance benefit for all regular non-
management and non-represented employees be raised from $2,500 to $12,000
