AN ORDINANCE relating to land use and zoning amending Title 22
by enacting new provisions for vehicle parking
in residential zones and creating standards for
fence construction and inf ill development with
manufactured homes.
WHEREAS, city's have the responsibility to regulate and
control the physical development within their borders for
the purpose of maintaining public health, safety and welfare;
and,
WHEREAS, the City Council appointed an ad hoc citizen's
committee to study conditions that harm the overall quality and
welfare of residential environments; and,
WHEREAS, through their study, the Residential Property
Maintenance Standards Task Force determined that fences
constructed of used and non-traditional materials and the parking
of vehicles on landscaped areas of residential properties created
visual clutter causes conflicts between neighbors, and encourages
perpetuation of poor property maintenance; and,
WHEREAS, the Task Force determined that parking of
vehicles in residential yards other than on parking pads or
driveways, creates line of sight hazards at intersections, causes .
traffic safety problems associated with driving over curbs and
creates dusty conditions; and,
WHEREAS, the Planning Commission reviewed the Task Force's
recommendations through the public hearing process and determined
that the utilization of vacant lots for housing purposes would
also assist in combating poor property maintenance and would
provide for additional opportunities for housing as encouraged in
the city's comprehensive plan; and,
WHEREAS, the City Council has reviewed the Planning
Commission's recommendations and has determined that to further
the purposes of comprehensive planning, and to maintain and
protect the welfare of the community, it is necessary to amend
PMC Title 22.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
Section 1. That PMC Chapter 22.84 is hereby amended to
include a new Section 22.84.023, Single-Family Parking areas.
Section 22.84.023 Single-Family Parking Areas. The
storage and parking of vehicles in front yard areas of
single-family properties shall be limited to that area formed and
bounded by parallel lines extending from the outer dimension of
a garage, carport, or parking slab to the right-of-way. An
additional area between the nearest side property line and the
driveway of not more than 10 x 20 feet may be used for additional
parking. On lots with 100 feet of frontage or more, parking may
be permitted on circular drives.
Section 2. That PMC Chapter 22.84 is hereby amended to
include a new Section 22.84.025 to read as follows:
Section 22.84.025 Multi-Family Parking Lots. All required
parking for multiple family dwelling units shall be hard surfaced
and located behind the front yard setback.
Section 3. That PMC Section 22.68 is hereby amended to
include a new subsection 22.68.075 to read as follows:
22.68.075 FENCE STANDARDS. Fences shall not be
constructed out of tires, pallets, bed springs, multi colored
materials, except colored materials manufactured specifically for
fencing, (1.e, slats of chain link fences) corrugated sheetmetal,
wheel rims and similar or like materials not traditionally
manufactured or used for fencing purposes.
Section 4. That PMC Chapter 22.68 is hereby amended to
include a new subsection 22.68.085 to read as follows:
22.68.085 MANUFACTURED HOME STANDARDS FOR INFILL
DEVELOPMENT. Manufactured homes may be permitted in the R-1,
R-2, R-3, R-4 and R-5 zoning districts, provided the following
provisions are met:
a. A lot or parcel upon which a manufactured home is to be
placed shall be part of a subdivision that was platted
not less than thirty-five years ago.
b. The unit must be manufactured after August 1987.
c. The value of a manufactured home must not be less than
80% of the average assessed value, as determined by the
records of the County Assessor, of improvements on
other properties in the same or adjoining block fronts.
The 80% value determination shall not apply where
adjoining properties are vacant or developed with
commercial structures.
d. The unit must not have outside dimensions less than
24' x 36' which provides 864 sq. ft. of living space
excluding basements and garages.
e. Roofing materials must be approved composition
shingles, wood shake or wood shingle, coated metal or
similar roofing material. The roof pitch shall not be

f. Exterior siding must consist of cottage lap, T1-11 or
similar siding materials commonly used on conventional
site built residences.
g. Placement of manufactured homes must conform to all
applicable yard requirements for the zoning district
in which it is located.
h. The unit must be placed on a foundation system and be
skirted with material similar in appearance to
concrete.
1. Title elimination must occur within one year of
installation.
3. All wheels, tongues, and other transportation equipment
must be removed from the unit when placed upon the
lot.
Section 5. This ordinance shall be in full force and
effect after passage publication as required by law.

SUMMARY OF ORDINANCE NO.
ORDINANCE NO. a:\:& is an ordinance concerning
zoning and amending Title 22 of the Pasco Municipal Code.
Section 1. Restricts the storage and parking of vehicles in
front yards of single-family properties to driveways.
Section 2. Prohibits parking lots in the front yard
setbacks of multi-family dwelling units.
Section 3. Prohibits fences from being constructed of tires,
pallets, bed springs, and other materials not traditionally
manufactured for fencing purposes.
Section 4. Permits manufactured homes to be located in R-1,
R-2, R-3, R-4 and R-5 zoning districts for inf ill purposes
provided the manufactured home was constructed after August
1987, is not less than 864 square feet with siding and roofing
materials similar to materials used on conventionally built
homes. Other requirements are as follows:
A manufactured home can only be placed on a lot in a
subdivision that was thirty-five years or older.
Title to the manufactured home is to be eliminated within
one year.
Applicable yard requirements have to be met and the
manufactured unit must be placed on a foundation system
and have all transportation equipment removed.
Section 5. States that the ordinance shall be in full force
and effect after passage and publication as required by law.
