AN ORDINANCE providing for an Ad Valorem Tax Levy in the City of
Pasco in accordance with State law
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
ORDAIN AS FOLLOWS:
§1 A tax for the following sums of money, plus any sum
generated due to new construction, to defray the expense and liabilities
of the City of Pasco, be and the same is hereby levied for the purposes
specified against all taxable property in the City for the fiscal year 1994
General Expense, including Councilmanic Bond Debt Service $1,614,292
1993 Unlimited Tax General Obligation Bond 417.600
$2,031,892
§2 This ordinance shall take effect five (5) days after passage and
publication
PASSED by the City Council of the City of Pasco, at its regular
meeting on December ao , 1993

ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS
MOTION, I move to adopt Ordinance No providing for the 1994
Ad Valorem Tax Levy plus new construction and a levy for the
1993 Unlimited Tax General Obligation Bond
III HISTORY AND FACTS BRIEF
The Franklin County Assessor has informed me that the City will have an
estimated assessed valuation of $451,510,452 for 1994 taxes, this number is
subject to change since it is based on last year's Public Utilities value
Our property tax levy for 1994 will be comprised of the following two elements
1 General Property Tax Levy,
2 1993 Unlimited Tax General Obligation Bond Debt Service
GENERAL PROPERTY TAX LEVY
Since the city's current general tax levy rate of $3 5092 is below the statutory
limit of $3 60, the tax levy for 1994 is limited to 106% of last year's levy
amount plus new construction The 1993 general tax levy was $1,485,669 and
new construction is $11,251,100 I recommend that the 1994 levy be set at
$1,614,292 plus any new construction The actual levy rate will be calculated
by the Franklin County Assessor, based on the preliminary assessed valuation
amount the requested levy would result in a rate of $3 5753 per $1,000 of
assessed value
1993 UNLIMITED GENERAL OBLIGATION BOND DEBT SERVICE
1994 is the first year taxes will be assessed for the 1993 bond issue for the
remodel of the Civic Center and the expansion of the Senior Center Each year
starting in 1994 and every year until all bonds are redeemed the City will levy a
special tax assessment in an amount that will meet the annual debt service
obligation on the outstanding bonds The 1994 debt service requirement is
$396,723 Past history indicates that approximately 5% of taxes levied in a
given year are not collected in that year, to ensure enough tax revenue to meet
the debt service obligation I recommend that we levy $417,600 for 1994 The
actual levy rate will be calculated by the Franklin County Assessor, based on the
preliminary assessed valuation amount the requested levy would result in a rate
of $0 9249 per $1,000 of assessed value
SUMMARY
If the recommended levies are adopted, the levy rate a citizen of Pasco pays for
the city portion of their taxes will go from $4 2887 to $4 5002 based on the
estimated assessed value provided by the assessor The actual rates will be
established by the Franklin County Assessor
