AN ORDINANCE relating to parking on Road 36 and amending
Section 10.56.080 of the Pasco Municipal Code.
WHEREAS, the Pasco City Council did at a public meeting
held on September 7, 1993 determine that it is necessary for the
public's safety to prohibit parking on both sides of Road
36 from Argent Place to a point 1200 feet north of Argent Place,
and,
WHEREAS, the adjacent property owner concurs with this
determination and have no objection thereto; Now, Therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1. Section 10.56.080 of the Pasco Municipal Code
is revised to add the following underlined language and read as
follows
10.56.080 Schedule III - PARKING PROHIBITED AT ALL
TIMES ON CERTAIN STREETS. In accordance with Section
10.56.030, and when signs are erected giving notice
thereof, no person shall at any time park a vehicle
on any of the following described streets or parts
of streets*
Road 36- both sides of the street from its
intersection with Argent Place to a point 1200 feet
north of Argent Place
Section 2. This Ordinance shall take effect five (5)
days after passage and publication.

Motion. I move to adopt Ordinance No. removing
parking on Rd 36 from Argent Pl. to a point 1200
ft north of Argent P1

IV HISTORY AND BRIEF FACTS
The City of Pasco Parks Department recently constructed new
soccer fields on property leased from the irrigation
district, just north of Argent Pl., off of Rd 36. As a
consequence of having a large number of people, including
small children, utilizing the soccer field, staff is
somewhat concerned about traffic and safety.
The existing speed limit on Rd 36 is 25 mph and new signs
have been posted to reinforce the speed limit. However,
because of the vertical sight distance just north of the
intersection of Argent Pl. with Rd 36, staff is concerned
that even careful drivers may not have adequate time to
react to pedestrians crossing the roadway. Particularly,
if those pedestrians leave from between parked cars.
What staff is proposing is to eliminate parking from Argent
Pl. to a point 1200 ft. north. Patrons using the soccer
field will then be required to park in the newly created
gravel parking lot off Rd 36 or on Argent Pl. In
addition, they would be allowed to park on Rd 36 south of
Argent P1 where sight distance is better.
Staff has discussed the proposed removal of parking with
airport personnel and they concur with staff's
recommendation. Therefore, staff request that council
adopt the attached ordinance banning parking.
