The cause of the accident was un- der investigation Emergency crews used booms to contain the spill, but the river is swollen and currents treacherous because of last week's rain and au- thorities fear the spill will spread Booms guarded the intakes of most towns "We're prepared for it," said Arvil Hicks at the Water Department m the heavily populated New Orleans sub- urb ofJefferson Parish "We're get- ting all our filters washed and have all the reservoirs full m case we have to close them" The barge was loaded with No 6 grade oil processed at the Texaco re- finery near Donaldsonville The oil was being shipped to Mobile, Ala, Keegan said The barge is owned by Florida-based Ingram Barge Co EZ3 Dllue Vivandaht honor roll 00'6115 „ 1 The following Blue Mountain Com- munity College students qualified for the President's List by attaining a GPA of 3 85 or higher, qualified for the Dean's List by receiving a GPA of 3 4 to 3 84, or qualified for the winter term Honor Roll by receiving a GPA of3 00 to 3.39 President's list Hermiston Linda Cornwell, Amy Dakm, Casey Gagnepam, Angie Hays, Lon. In Georgia, Gov Zell Miller rededi- cated the state's efforts to establish boot camps to ease pressure on the state's prison population, which had swollen 70 percent in 10 years, half of them hard5core or violent offenders Borrowing on his own Marine boot camp experience, the governor hoped to move young, nonviolent of- fenders through the system faster and better Lt David McNeal, father of two, a Vietnam vet and then a graduate of special courses in military leader- ship at the Marine base at Quante° and the Army at Fort McClellan, says UrCVCrY411111.5-11G GOLI. 21C. sax. saa. life as a landscaping supervisor in- cluding a $3,500 truck "You have to learn to start over," he says "I couldn't believe my thinking processes, how bad it had gotten Be- ing clean on drugs is one thing, and then being in a program that forces you to think because sitting in jail for six months is not going to make you think about your life "Sure you're going to be depressed Sure you're going to be upset that you've lost everything But you're not going to think positive thoughts You're not going to build yourself up You're just going to sit around play- ing cards Slid watching TV and saying when I get out I'll do this and that " He's been through that dream world before He graduated from Dodge last week.
