ORDINANCE NO. AN ORDINANCE amending the 1992 Annual Budget of the City of Pasco by providing a supplemental thereto, by appropnatmg and reappropnatmg revenue, by providing transfer and expenditure authonty, by adjusting the expenditure program of various funds and the budget within funds, and declaring an emergency THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO ORDAIN AS FOLLOWS: a The 1992 Budget be and the same is hereby amended to provide for the following adjustments to revenue and expenditures, and by providmg authonty for any necessary transfer of money within or between funds as indicated Fund Revenue Expenditure Martin Luther King Center Fund $ 3,000 $ 3,000 Cemetery Fund 23,260 23,260 Old Bridge Demolition Fund 15,000 15,000 Sun Willows Residential Development Fund 11,000 11,000 Revolving Loan Fund 98,680 98,680 Senior Center 11,000 11,000 Equipment Rental Operation Fund 41,000 41,000 $202.940 $202.940 The above items are shown as revenues and appropriations to specific budgets and items within budgets m the attachment marked "Exhibit I", and "Revenue/Expenditure Detail", which is incorporated herein as though fully set forth §2. A Public emergency is hereby declared to exist for the reason that necessary expenditures of money have arisen since the filing of the 1992 Preliminary Budget, and which could not have been foreseen at that time, and which were not provided for in the 1992 Annual Budget It is also necessary to adjust certain fund income not forecast in the 1992 Preliminary Budget §3. That the additions in appropriations and expenditures are hereby declared to exist in the above funds for the said uses and purposes as shown above and in the Exhibit and the proper City officials are hereby authorized and directed to issue warrants and transfer funds in accordance with the provisions of this Ordinance §4. And, as many people notice, a little bit of a rush follows, a brief sharpemng of the senses That head-clearing effect, according to Ronald Baennmger, one of the few scientists in the world to study yawning, is the best guess as to why we yawn It is a way of in- creasing mental alertness when it matters He notes, for example, that yawning is most common just after people wake up and late at night when they're trying to stay awake Once people "give themselves permission to fall asleep at rught," he said, yawning ceases "As everybody knows, people also yawn a lot when they're bored," said Baenninger, who teaches psychology at Philadelphia's Temple University "Classrooms and lecture halls are the absolute best places to observe yawning" Baennmger sees these all as instances in which subconscious mechanisms in people's brains are trying to get them awake and alert or to keep them that way Nobody knows ex- actly what the mechanism might be Some suggest the mechanics of yawning improve drainage of blood from the brain, allowing a bnefsufge of fresh, oxygenated blood to en- ter Otherssuspect the act may somehow trig- ger the brain's production of stnnul atory neu- rotransmitters, substances that relay signals from one bl•am cell to another "It's not just people, either," he said "All kinds of ammals yawn Birds yawn Even fish yawn For a behavior to be that widespread, it has to have a real purpose" Baenninger said Many animals yawn at the sainathnes-that people do Lions in the wild yawn in tile early evening as they are getting up, from their daytime napping to prepare to hunt.
