F'10.c AN ORDINANCE elimmatmg Fund 270, General Obligation Bridge Bond Fund, 1971, and to transfer the $9,178 72 m cash to the General Fund and receipt any future tax revenues into the General Fund WHEREAS, Fund 270 was established by Ordinance No 1496, September 7, 1971, to pay the prmcipal and mterest of $820,000 issued in general obligation bonds authonzed by qualified voters of the City at a special election held on September 15, 1970, pursuant to Ordinance No 1434 dated July 7, 1970, for the purpose of levymg and collecting property taxes to pay the City's share of the cost of carrying out Phase I of the Pasco-Kennewick mtercity bridge, which Bonds were fully discharged in November 1991, and WHEREAS, the city has continued to collect small amounts of property taxes, and will continue to collect taxes from prior years, however, Fund 270 is no longer necessary and should be eliminated and the balance of the fund ($9,178 72) transferred to the General Fund, and future cash received from property taxes receipted into the General Fund, Now, Therefore, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES ORDAIN AS FOLLOWS: §1. The General Obligation Bridge Bond Fund, 1971, required by Ordinance 1496, is hereby closed and no longer required The cash in the fund is hereby transferred to the General Fund as well as any future tax revenues received ongmally designated for this Fund §2. Baennmger sees these all as instances in which subconscious mechanisms in people's brains are trying to get them awake and alert or to keep them that way Nobody knows ex- actly what the mechanism might be Some suggest the mechanics of yawning improve dramage of blood from the brain, allowing a brief surge of fresh, oxygenated blood to en- ter Others suspect the act may somehow trig- ger the brain's production ofstunulatoryneu- rotransmitters, substances that relay signals from one bram cell to another "It's not just people, either," he said "All kinds of animals yawn. Birds yawn Even fish yawn. For a behavior to be that widespread, it has to have a real purpose" Baemunger said many animals yawn at the same times that people do Lions in the wild yawn in the early evening as they are getting up from their daytime napping to prepare to hunt Observation at the Philadelphia zoo shows that captive lions yawn most just be- fore feeding time "They're getting up for it," he said, "the same as if they were going to hunt."
