And, as many people notice, a little bit of a rush follows, a briefsharperungofthe senses That head-clearing effect, according to Ronald Baenninger, one of the few scientists in the world to study yawning, is the best guess as to why we yawn It is a way of in- creasing mental alertness when it matters He notes, for example, that yawning is most commonjust after people wake up and late at night when they're trying to stay awake Once people "give themselves permission to fall asleep at night," he said, yawrung ceases "As everybody knows, people also yawn a lot when they're bored," said Baenninger, who teaches psychology at Philadelphia's Temple University "Classrooms and lecture halls are the absolute best places to observe yawning" Baeruunger sees these all as instances in which subconscious mechanisms in people's brains are trying to get them awake and alert or to keep them that way Nobody knows ex- actly what the mechanism might be Some suggest the mechanics of yawning improve drainage of,blood from the brain, allowing a bnef surge of fresh, oxygenated blood to en- ter Others suspect the_act may somehow trig-, ger the bram's pro-auction ofstunulatoryneu- rotransnutters, substances that relay signals from onelfaiii cell to another "It's net just people, either," he said "All kinds of animals yawn Birds yawn Even fish yawn. For a behavior to be that widespread, it has to have a real purpose" Baentunger said many animals yawn at the same timeS that people do Lions in the wild yawn iti the early evening as they are getting up fromtheir daytime napping to prepare to Mint. 45bservation at the Philadelphia zoo shows that captive lions yawn most just be-, fore feeding' time "They're getting up for it," he said, the same as if they were going to hunt." MULTIPLE DWELLING UNIT, IRRIGA '6X/ LEGALS of a household all of whose members have a combined annual income from all sources that is not greater than the United States fed eral poverty level Such poverty level shall be deter mined by the Very Low In come Limits ' and updated annually by the finance di rector (3) The person must be the applicant for the water serv ice and must be directly re sponsible for the payment of the water bill (4) The person must have resided at such place for a period of not less than ninety consecutive days prior to the effective date of the rate set forth below and must intend to remain at such place The person must state under oath that he or she will inform the city in writing if there is any change in their or the household s status as it relates to the re quirements set forth above The city finance director may require the person demonstrating satisfactory proof for a household that qualifies for the rates set forth in this section to make an updated application at any time - Head of the household means the person owning or having control of the dwellig unit In the case of a husband and wife either person shall be considered the head of the house hold Dwelling units qualifying as set forth above shall be charged a monthly rate equal to one third of the otherwise applicable rate for the minimum monthly rate All consumption shall be charged at the regular rate 13 20 050 CONSUMPTION RATE FOR ALL CLASSES OF USERS OF WATER CONSUMED The monthly rate for all classes of users of water consumed shall be 544 per 100 cubic feet 13 20 055 ANNUAL RE VIEW OF WATER UTILITY REVENUE On or before the first day of September of each calendar year the city manager or his de signee shall report to the city council any modifica tion and/or increase in the water utility rate necessary and/or desirable to meet anticipated expenditures of the utility including but not limited to debt service op erating replacement up grading and expansion requirements projected in the ensuing that the utility has the adequate func tional capability or provid mg a desirable level of service to the community and the service area 13 20 060 FIRE HYDRANT RENTAL A fee of fifteen dollars per hydrant per year shall be charged as rental for all hydrants inside the corporate limits or the city where such hydrants are di rectly connected to the mu nicipal water system 13 20 070 TANK WATER All tank and temporary dust control water shall be ob tamed only after securing permission from the assis tant director of public works or his authorized assis tants Charges for such water shall be at the rate of 750 per one thousand gal Ions inside the corporate limits of the city If the source of such water is to be a fire hydrant there shall be a deposit of one hun dred dollars and an installs tion and removal fee of twenty five dollars In no case shall water be with drawn from the hydrant until the city has installed a flow meter and valve The deposit shall
