ORDINANCE NO. 2887
AN ORDINANCE concerning local improvement districts and authonzmg
proceedings for the foreclosure of delinquent local improvement
distnct assessments or installments
WHEREAS, despite the efforts of city staff to resolve delinquent local
improvement district installments and assessments by means other than judicial
foreclosure, there remains approximately 203 parcels or tracts of land in the
City of Pasco for which there were two or more delinquent installments on January
1, 1992, for which such installments remain delinquent, and
WHEREAS, city staff has made a commitment to the state auditor's office
to attempt to resolve as many such delinquencies as possible by the end of the
year, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
ORDAIN AS FOLLOWS:
§1. The city staff is authonzed to commence as soon as practical and
within the requirements for notification as provided by law, the foreclosure of
all remaining delinquent local improvement district assessments or installments
for which there were two or more installments delinquent on January 1, 1992
§2. New §3 08 090 is hereby added to the Pasco Municipal Code reading
as follows
3 08 090 RECORDING LID LIENS For all local improvement
distncts approved hereafter, in addition to the requirements of state
law for the creation of a lien on real property for which an
assessment remains unpaid thirty days after the adoption of the
assessment roll, the city clerk shall cause notice of the hen to be
filed with the county auditor The city clerk shall cause a lien
release to be filed when the assessment and all accrued interest and
penalties are fully paid
§3. This ordinance shall take effect five (5) days after passage and
publication
ADOPTED by the City Council of the City of Pasco, at its regular meeting
on September 8 , 1992

WHEREAS despite the ef-
forts of city staff to resolve
delinquent local im-
provement district instal
Iments and assessments by
means other than judicial
foreclosure there remains
approximately 203 parcels
or tracts of land in the City
of Pasco for which there
were two or more delin
quent installments on Jan-
uary 1 1992 for which
such installments remain
delinquent and
WHEREAS city staff has
made a commitment to the
state auditor s office to at-
tempt to resolve as many
such delinquencies as pos
sible by the end of the year
NOW THEREFORE
THE CITY COUNCIL OF
THE CITY OF PASCO
WASHINGTON DO OR
DAIN AS FOLLOWS

thorized representative of
the owner by payment to
the poundmaster an im
pounding fee of twenty-five
dollars and a boarding fee
of seven dollars for each
calendar day full or part
the dog has been confined
including the day on which
the dog is first impounded
except that for the second
impoundment in a twelve-
month period the impound-
ing fee shall be thirty five
dollars for the third and
subsequent impoundments
in a twelve month period
the impounding fee shall be
forty five dollars If the dog
has no valid license tag and
one is required then the
owner shall also obtain a Ii
cense tag for the current
year or a duplicate tag in
accordance with the provi
sions of this chapter If unli
censed proof of a current
rabies vaccination must be
produced or the license
shall be held until such
proof is presented If proof
is not presented within ten
days it shall be another
separate violation df this
chapter for each day over
ten days that proof is not
presented
Upon receiving payment of
all fees due the poundmas
ter shall execute a receipt
in duplicate therefor the
original shall be delivered
to the owner upon which
the owner shall acknowl
edge delivery of the animal

sale of the property avoided by paying the delinquent taxes and irriga
bon assessments interest penalties and foreclosure costs prior to the
day of the public auction Foreclosure costs are estimated to be $
500 00 interest accrues at the rate of twelve percent (12%) per year
