ORDINANCE NO.M5 -
AN ORDINANCE vacating certain portions of Liberty Street and
north-south alley adjoining.
WHEREAS, a petition signed by more than two-thirds (2/3)
of the owners of property abutting the street rights-of-way
herein below described has been submitted to the City Council of
the City of Pasco; and,
WHEREAS, all steps and procedures required by law to
vacate said rights-of-way have been duly taken and performed;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1. That portion of Liberty Street lying east of
Highway SR-395 easterly right-of-way line and the centerline of
Section 17, Township 9 N, Range 30 East W.M., and the north-south
alley abutting Lots 13-23, Block 1, McLeod's Addition as depicted
in Exhibit 1 be vacated.
Section 2. That a certified copy of this ordinance be
recorded by the City Clerk of the City of Pasco in and with the
Office of the Auditor of Franklin County, Washington.
Section 3. This ordinance shall be in full force and
effect after its passage and publication as required by law.

DETERMINATIONS
(1) Any agency or person
may appeal a declaration of
significance (DS) a mit
igated determination of
non significance (MONS)
or a determination of non
significance (DNS) by filing
an appeal with the Director
of Community Devel
opment within ten (10) days
of the issuance of the
threshold determination or
the lapse of any comment
period on a threshold deter

(a) The appeal shall be filed
in writing and shall contain
the name and address of
the person filing the appeal
and the name of the organ'

(b) The appeal shall set
