WHEREAS, a petition signed by more than two-thirds (2/3) of the owners of property abutting the street rights-of-way herein below described has been submitted to the City Council of the City of Pasco; and, WHEREAS, all steps and procedures required by law to vacate said rights-of-way have been duly taken and performed; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. That the easterly 20 feet of the 24th Avenue right-of-way lying north of Lewis Street and south of Sylvester Street be vacated subject to the easement retained in Section 3 hereof. Section 2. That the portion of Yakima Street right-of-way lying between 24th Avenue and the westerly line of the Keltch Addition to Pasco be vacated subject to the easement retained in Section 4 hereof. Section 3. That, the City shall retain an easement and the right to exercise or grant easements with respect to the westerly 15 feet of the vacated easterly 20 feet of 24th Avenue, lying north of Lewis Street and south of Sylvester Street. Section 4. That the City shall retain an easement and right to exercise or grant easements for the construction, repair and maintenance of public utilities and services. Section 5. That a certified copy of this ordinance be recorded by the City Clerk of the City of Pasco in and with the Office of the Auditor of Franklin County, Washington. Section 6.
