AN ORDINANCE permitting the dispensmg and consumption of beer/wine
in Peanuts Park and along West Lewis Street between Third
and Fourth Avenues at the Pasco Autumn Festival on September
7 and 8, 1991
The City Council of the City of Pasco, Washington, do ordain
as follows:
Section 1. On the conditions hereafter specified, it is lawful for
the Pasco Downtown Development Association, a non-profit organization, to
organization, to dispense beer/wine at a designated location within
Peanuts Park, dunng the Pasco Autumn Festival on September 7 and 8, 1991,
and for persons of legal age to possess, display or consume such beer/wine
at such designated location during the festival Provided, however,
before dispensing beer/wine at the festival, the Association must first
obtain a permit to do so from the Director of Parks and Recreation Such
permit shall be issued only upon the following conditions
(a) The applicant must produce evidence of possession of permit
from the Washington State Liquor Control Board, and
(b) The applicant must deposit a sum of Two Hundred and Fifty
Dollars ($250 00) to insure proper performance of cleanup by the applicant
subsequent to the event for which the permit is issued and for payment of
damages, and
(c) The payment of a fee in the amount of One Hundred and Fifty
Dollars ($150 00) The fee may be waived if the City Council finds that
there is no private profit to be denved from the dispension of the
beer/wine by the applicant organization, or any other members or
representatives thereof, and
(d) The applicant agrees that he or she will save the City of Pasco
harmless from all losses or damages occasioned to the applicant or to any
third person or party by reason of any act or omissions of the applicant or
anyone dispensing, consuming or possessing beer/wine pursuant to the
permit Applicant shall, after reasonable notice thereof, pay the expense
of any suit which may be commenced against the City of Pasco by any third
person alleging injury or loss by reason of such acts, and
(e) Agreement by the applicant to comply with all reasonable
requests by the Director of Parks and Recreation for security, traffic
control, dispensing beer/wine and cleanup, and
(f) The applicant shall comply with all other applicable city codes
and regulations
It is understood that the Association intends that the Pasco
Jaycees manage the "beer/wine garden" and such is within the permission to
the Association granted by this Ordinance

posals (RFP) to solicit pro-
posals from agencies and
individuals interested in
providing comprehensive
parenting skills classes in
five primary areas within
Region 2 The identified
areas are Yakima
Toppenish Sunnyside Tri
Cities and Walla Walla
Services must be equally
accessible for all clients re-
ferred by DCFS Region 2
staff of all ethnic back-
grounds and languages
However the training will
focus on meeting the spe-
cific needs of Limited En-
glish Proficient (LEP)
Spanish speaking. clients
DCFS has allotted
$270 000 to fund training
programs in the five service
areas during the contract
period
