HomeMy WebLinkAbout2717 OrdinanceORDINANCE NO. 2717 AN ORDINANCE establishing awards for city employees; and creating new Chapter 2.43 of the Pasco Municipal Code. WHEREAS, The City Council has determined that non-management employees of the city should receive special monetary awards for achievements deserving of special recognition above and beyond their regular wages and benefits for suggestions and distinguished service that are of benefit to the city; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. New Chapter 2.43 is added to the Pasco Municipal Code, which chapter shall read as follows: CHAPTER 2.43 PROGRAM OF MONETARY AWARDS FOR CITY EMPLOYEES Section: 2.43.010 Established--Participation. 2.43.020 Administration. 2.43.010 ESTABLISHED--PARTICIPATION. The city establishes a program of awards to stimulate and reward suggestions and distinguished service of city employees which are of benefit to the city. Participation therein shall be limited to non-management employees unless specifically provided otherwise. The following categories of awards are established. A. "SUGGESTION" AWARDS: (1) To be eligible for a monetary award, a suggestion must make possible an elimination or reduction of city expenditures without substantially impairing an existing city service. (2) Employees shall not be eligible for an award for suggestions pertaining to subjects assigned for research or development or for problems assigned for solution for which such employee would normally be expected to offer in the line of duty. (3) The suggestion must propose a change which was not under active consideration by the city department affected at the time the suggestion was made. (4) If duplicate suggestions are submitted, only the first received shall be eligible for an award. -1- (5) A suggestion which has been put into effect by the city department concerned must be submitted for award consideration within sixty days of its adoption, provided that this requirement may be waived by the city council upon recommendation by the city manager. (6) Each employee submitting a suggestion shall execute the following agreement: "In consideration of my participation in the suggestion award program I hereby agree that the use by the City of Pasco of my suggestion concerning ... shall not be the basis of a claim of any nature against the City of Pasco by me, my heirs, executors or assigns." (7) The total amount of a money award shall be ten percent of the net first year savings (as determined by the city manager), but not more than one thousand dollars. (8) Appropriate commendation of an employee whose adopted suggestion does not merit a money award may be approved by the city manager. B. SAFE DRIVING AWARDS: (1) To be eligible an employee must have been employed on a full-time basis and responsible for operation of a city-owned vehicle on a routine basis and integral to their job classification, as determined by the city manager. Such an employee without a preventable accident shall receive the monetary award prescribed herein below for the respective period of consecutive years: a. Five years: One hundred fifty dollars; b. Ten years: Two hundred fifty dollars; c. Fifteen years: Three hundred fifty dollars; d. Twenty years: Five hundred dollars. C. ATTENDANCE AWARDS: (1) Each full-time employee using zero sick leave hours during a twelve consecutive month period shall receive a monetary award not exceeding fifty dollars in value. D. CONTINUOUS SERVICE AWARDS: (1) Continuous service awards shall be available to both full and part-time employees, including management employees. Except for the "Suggestion" Awards, the total annual expenditure for the provision of the awards provided for herein and the cost of a dinner banquet for the presentation of such awards shall not exceed the combined total of five thousand dollars. The city manager shall issue administrative rules/procedures for the administration of this awards program and further defining the eligibility and criteria for the awards program, not inconsistent with the requirements set forth herein. Section 2. This ordinance shall take effect five days after passage and publication. PASSED by the City Council and APPROVED by the Mayor this day of Febio ary, 1989.
