HomeMy WebLinkAbout2691 OrdinanceORDINANCE NO. 2691 AN ORDINANCE re-establishing the Golf Course Advisory Committee; and rescinding Ordinance Nos. 2922 and 2471. WHEREAS, upon due deliberation and upon recommendation from the Golf Course Advisory Committee and City Staff, the City Council has determined that the voting membership of the Golf Course Advisory Committee should be reduced from the current level of nine (9) to a level of five (5); and further that both the women's club and men's club at the Golf Course should each have a representative and that their chosen representatives should not be limited to residing within the City limits; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. The Golf Course Advisory Committee is hereby re-established. This Committee shall advise the Pasco City Council and staff in all phases of the Municipal Golf Course operation. Express mission and purpose shall include the following: 1. To act in an advisory capacity to the City Council, City Manager, City Staff and to the Golf Course Lessee (if any) and all matters relating to the Golf Course. 2. To study and analyze proposals submitted to the committee by the City Council and/or staff. 3. To address complaints about the operation and management of the Golf Course. Section 2. The membership of the Golf Course Advisory Committee shall be as follows: 1. The City Manager or his designee shall be an ex-officio non-voting member of the Committee. 2. The Committee shall consist of five (5) voting members. The members appointed by the City Council shall serve three-year staggered terms, except as modified below for the initial appointments made herein. 3. The five (5) voting members shall be appointed from the following sources and have the following initial terms of service: POSITION SOURCE OF TERM NO. The appointments from the Men's Club and the Women's Club at the Golf Course shall be made annually by the respective clubs. The names of the persons appointed shall be filed with the City Manager. 5. All City Council appointments to the Committee shall be residents of the City of Pasco, both at the time of their appointment and for the full term of their appointment. Members of the Committee appointed by the Men's Club and the Women's Club may reside outside of the City limits. 6. The City Council may remove by majority vote, any person appointed for lack of participation or for other good cause. Any vacancy created by removal from office, resignation, change in residence to outside the City limits of Pasco, or for other reasons, shall be filled by the appointing authority for that position for the remainder of that term. Section 3. City Council Ordinance Nos. 2471 and 2292 are hereby rescinded. Section 4. This Ordinance shall take effect on Monday, August 1, 1988. PASSED this //drday approved by the Mayor.
