AN ORDINANCE concerning personnel benefits and amending
Sections 2.42.180, 2.42.240 and 2.42.600 of the Pasco
Municipal Code.
WHEREAS, certain sections of the Pasco Municipal Code
concerning personnel benefits have either become obsolete through
the negotiation of collective bargaining agreements or are in
need of a clarification or correction due to mistake or changed
circumstances, now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1. Section 2.42.180 of the Pasco Municipal Code
is hereby amended to read as follows:
2.42.180 VACATION CREDIT. All employees
except employees covered by collective bargaining
agreements, department heads, supervisors, and the
city manager, f±remem--werk±ng--a--f±fty-s±x--heur
average--wok-week7 shall receive vacation credit
subsequent to permanent appointment at the rate of
one work day for each month of continuous service
starting from the date of his probationary
employment. After entering his tenth year of
continuous service each employee shall earn vacation
credit at the rate of one and one-fourth work days
per month. After entering his fifteenth year of
continuous service, each employee shall earn vacation
credit at the rate of one and one-half work days per
month.

Section 2. Section 2.42.240 of the Pasco Municipal Code
is hereby amended to read as follows:
2.42.240 CITY MANAGER, DEPARTMENT HEADS AND
SUPERVISORS VACATION ANB-SieK-LEAVE - ACCUMULATION.
Effective January 1, 1986:
(a) The city manager and department heads shall
accumulate vacation leave at the maximum allowable
rate of one and one-half work days per month.
(b) Supervisors shall accumulate vacation leave
at the rate of one and one-quarter days per month
unless entitled to one and one-half days per month
under Section 2.42.180. The word "supervisors" as
used herein means employees occupying supervisory
positions and who are not members of a collective
bargaining unit having an agreement with the City.
(c) The City Manager, department heads and
supervisors in their discretion may convert up to
five (5) days accrued vacation to cash in December of
each year, provided any such employee requesting
conversion has maintained satisfactory work
performance and has taken at least ten (10) days
vacation leave during the calendar year. (Ord.

Section 3. Section 2.42.600 of the Pasco Municipal Code
is hereby amended to read as follows:
2.42.600 BENEFITS
(a) The salary schedule for non-management
position employees except as modified by a collective
bargaining unit agreement shall be known as the
"modified open-range pay plan." New employees shall
begin at the first level for their position or job
classification to be known as the entrance level,
except in cases where the new employee's capabilities
are such that he/she is fully prepared to take over a
particular position without further experience. The
city manager shall have the authority to decide when
such exceptions will be permitted. The next level
shall be known as the competent level and a new
employee shall be placed at that level following a
probationary period after his/her initial employment.

This probationary period will generally be for a
minimum of six months, depending upon the learning
cycle required for the incumbent to become fully
acquainted with the full range of job
responsibilities and duties. The city manager shall
have the authority to reduce or lengthen the
probationary period. The maximum probationary period
shall be for one year. The highest rate of pay for
an employee shall be the maximum level as set forth
for his/her position or job classification by
Ordinance. The city manager shall have the authority
to place an incumbent at a higher rate of pay than
the competent level during the term of his/her
employment up to the maximum rate of pay as set forth
for the position or job classification by Ordinance.
(b) In addition to salaries, all regular
full-time and regular part-time employees shall be
entitled to the insurance benefits listed below:
(1) Medical insurance, provided regular
part-time employees pay own premium;
(2) Dental insurancet, provided regular
part-time employees pay own premium;
(3) Life insurance ($2,500); except that
department heads shall receive the policy value of
$50,000.00 and supervisors a policy value of
$30,000.00. All life policies shall be group term
policies of insurance.
(4) State industrial insurance, medical aid
and pension, as provided for in the Revised Code of
Washington. The cost of medical aid and pension are
to be shared equally by the city (the employer) and
the employee or as otherwise required by state or
federal law.
Except as otherwise provided herein or as
provided in union agreement, all benefits shall be
provided by insurance carriers selected by the cityt
or provided by the city through a program or programs
of self-insurance; and, except as otherwise provided
by union agreement, all premiums for said benefits
shall be paid by the city. (Ord. 2024 Sec. 7, 1979:
