AN ORDINANCE concerning employee's salaries and benefits;
and amending Section 2.42.600 of the Pasco Municipal Code.
WHEREAS, the City Council has determined on staff
recommendation that it is unnecessary and inappropriate to set
out current employee's salaries in the Pasco Municipal Code; and
WHEREAS, the City Manager in consultation with a committee
of the City Council has determined that employees in management
positions should receive additional life insurance benefits at
the expense of the City, over and above those life insurance
benefits received by non-management position employees and the
City Council agreeing with this proposal;
NOW, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1. Section 2.42.600 of the Pasco Municipal Code
is hereby amended to read as follows as shown by the additions
underlined and deletions by interliniation:

.05} The salary schedule as-set-ferth
for non-management position employees except as modified
by a collective bargaining unit agreement shall be known
as the "Modified Open-Range Pay Plan". New employees
shall begin at the first level for their position or job
classification to be known as the Entrance Level, except
in cases where the new employee's capabilities are such
that he/she is fully prepared to take over a particular
position without further experience. The City Manager
shall have the authority to decide when such exceptions
will be permitted. The next level shall be known as the
Competent Level and a new employee shall be placed at that
level following a probationary period after his/her

initial employment. This probationary period will
generally be for a minimum of six months depending upon
the learning cycle required for the incumbent to become
fully acquainted with the full range of job
responsibilities and duties. The City Manager shall have
the authority to reduce or lengthen the probationary
period. The maximum probation in a period shall be for
one year. The highest rate of pay for an employee shall
be the maximum level as set forth for his/her position or
job classification by Ordinance. The City Manager shall
have the authority to place an incumbent at a higher rate
of pay than the Competent Level during the term of his/her
employment up to the maximum rate of pay as set forth for
the position or job classification by Ordinance.
e-(b) In addition to the salaries set ferth ±m
Slabseetiem--{a}-ef-this-Seet±em, all regular full-time and
regular part-time employees shall be entitled to the
insurance benefits listed below:
(1) Medical Insurance;
(2) Dental Insurance;
(3) Life Insurance ($2,500.00) except that department
heads shall receive the policy value of $50,000.00 and
supervisors a policy value of $30,000.00. All life
policies shall be group term policies of insurance.
(4) State Industrial Insurance, medica aid and pension,
as provided for in the revised code of Washington. The
costs of medical aid and pension are to be shared equally
by the City (the employer) and the employee or as
otherwise required by State or Federal law. Except as
otherwise provided herein or as provided in union
agreement, all benefits shall be provided by insurance
carriers selected by the City; and except as otherwise
provided by union agreement, all premiums for said
benefits shall be paid by the City.
Section 2. This Ordinance shall take effect five days
after passage and publication.
PASSED by the City Council and APPROVED by the Mayor this
18th day of February, 1986.
