AN ORDINANCE AMENDING SECTION 13 16 035 OF THE PASCO
MUNICIPAL CODE AND RELATING TO REFUNDS ON FISCAL
WATER/SEWER UTILITY BILLS
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO ORDAIN AS FOLLOWS
Section 1 Section 13 16.035 of the Pasco Municipal Code which now
reads as follows,
13 16 035 ADVANCE BILLING Each billing, in addition to the
charges for utility services past consumed, but for which no
advance payment has been made, shall assess two (2) months
minimum water and two (2) months minimum sewer charge for pur-
poses of advance payment A two-month advance utility billing
shall be paid at the time a new customer service account is
set up
All credit balances on final bills will be refunded, except where
the amount is $3 00 or less Refunds of $3 00 or less will be
made upon written request, if made within 30-days from the date of
the final bill
is hereby amended to read as follows

SUBJECT R FUNDS OF WATER/SEWER UTILITY BILLS
During May, 1983, the City Council adopted Ordinance No. 2452 which
expanded PMC 13.16 035 to include the following
"All credit balances on final bills will be refunded, except
where the amount is $3.00 or less Refunds of $3 00 or less will
be made upon written request, if made within 30-days from the date
of the final bill."
This was done mainly due to the time and effort required to return a
very small amount of money, and in many cases, the checks were returned
as "not deliverable", or we didn't have a forwarding address
Beginning in 1984, the State mandated that ALL unrefunded credit balances
on utility accounts be turned over to the Department of Revenue after a
two-year period
If we must turn these insignificant amounts over to the State, which
means we have to keep them on our records for two-years, I would suggest
we make an effort to return the funds to the individuals instead of the
State
Time and expense will not be great if we do them on a routine basis, but
over a two-year period, the number can become substantial
