Conner, Director of Finance SUBJECT R FUNDS OF WATER/SEWER UTILITY BILLS During May, 1983, the City Council adopted Ordinance No. 2452 which expanded PMC 13.16 035 to include the following "All credit balances on final bills will be refunded, except where the amount is $3.00 or less Refunds of $3 00 or less will be made upon written request, if made within 30-days from the date of the final bill." This was done mainly due to the time and effort required to return a very small amount of money, and in many cases, the checks were returned as "not deliverable", or we didn't have a forwarding address Beginning in 1984, the State mandated that ALL unrefunded credit balances on utility accounts be turned over to the Department of Revenue after a two-year period If we must turn these insignificant amounts over to the State, which means we have to keep them on our records for two-years, I would suggest we make an effort to return the funds to the individuals instead of the State Time and expense will not be great if we do them on a routine basis, but over a two-year period, the number can become substantial JCCew ORDINANCE NO 2565 AN ORDINANCE Amending Section 13 16 035 of the Pasco Mu- nicipal Code and Relating to Refunds on Fiscal Water/ Sewer Utility Bills THE CITY COUNCIL Of The City of Pasco Wash- ington D9 Ordain As Fol- lows Section 1 Section 13 16 0q5 of the Pasco Muncip0 Code which now reads as follows 13 16035 ADVANCE BILLING Each billing in addition to the charges for utility services past con sumed but for which no ad- vance payment has been made shall assess two (2) months minimum water and two (2) months mini mum sewer charge for pur- poses of advance payment A two-month advance utility billing shall be paid at the time a new customer serv- ice account is set up All credit balances on final bills will be refunded except where the amount is $300 or less Refunds of $3 00 or less will be made upon written request if made within 30-days from the date of the final bill is hereby amended to read as follows 13 16 035 ADVANCE BILLING Each billing in addition to the charges for utility services past con- sumed but for which no ad- vance payment has been made shall assess two- months minimum water and two-months minimum sewer charge for purposes of advance payment A two- month advance billing shall be paid at the time a new customer service account is set up Section 2 This Ordl nance shall take effect five (5) days after passage and , publication PASSED by the City I Council and approved by the Mayor this 5 day of Au gust 1985 s-Joe W Jackson Mayor ATTEST -s-Evelyn Wells City Clerk PASSED and AP- PROVED this 5 day of Au- gust 1985 -s Greg Rubstello City Attorney LEGAL NO 19630 - August 23, 1985 AFFIDAVIT OF PUBLICATION COUNTY OF Berton )ss STATE OF WASHINGTON JoTirl 1 en Vard , being first duly sworn on oath deposes and says she is the 'xi acipal clerk- -of the Tri City Herald, a daily newspaper That said newspaper is a legal newspaper and has been approved as a legal newspaper by order of the superior court in the county in which it is published and it is now and has been for more than six months prior to the date of the publication here inafter referred to, published in the English language continually as a daily newspaper in Benton County, Washington, and is now and during all of said time was printed in an office maintained at the aforesaid place of publication of said newspaper That the annexed is a true copy of a legal ad "Ordinance /I 2565 11 as it was printed in the regular and entire issue of the/Tri-City Herald itself and not in a I supplement thereof, for a period of Times, commencing on the 2'3.rd day of August ,19 85 , and ending on the 23rd day of August , 19 85 and that said newspaper was regularly distributed to its subscribers during all of this period 51 That the Total amount is $ 7 inches 7.35 = 4i)51.45 Subscribed and sworn to before me this 23rd day of August , 19 85 ary Public in and for the State of Washington, residing at Pasco FINAN414 DH'ill I MI.N1 4509) IS 1101 nn '26 1 1411 CITY of lallgUMM1WW11,-0410,140 .*14, 1' 0 BOX 293 412 %UST (1 ARK PASCO WASHINGTON 99301 August 19, 1985 Tri City Herald P.O.
