AN ORDINANCE dealing with the subject of personnel and setting a salary schedule
for non-represented city employees
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES ORDAIN AS FOLLOWS
Section 1. That Ordinance No. 2485 is rescinded and superseded by this ordinance
Section 2 The salaries of non-union employees of the City shall be within the
limits as set forth in Exhibit I, II and III attached, and to be effective
January 1, 1985 Any reference to an exhibit or contract incorporates the same by
reference
Section 3. The monthly salary rates of non-union, non-supervisory employees,
as designated by one asterisk in Exhibit I, reflect an increase of four percent (4%)
above the respective 1984 rates, except for Entrance Level I
Section 4 The monthly salary rates of non-union supervisory employees included
in Exhibits I and II reflect an increase of Fifty Dollars ($50) for each Level, except
Entrance Level I
Section 5. Entry Level (Level I) employees who satisfactorily complete the required
period of probation, shall be eligible to move to the Competent Level (Level II) in
the salary schedule
Section 6 Merit increases may be granted at the sole discretion of the City
Manager to department heads and non-union supervisory employees within the following
guidelines, provided the total of all merit increases does not exceed $9,000 for 1985
6(a) Any merit increase shall be based solely on the demonstrated achievement
above and beyond regular production and professional norms
6(b) A merit increase shall not exceed t wo percent (2%) of the respective employee's

6(c) A merit increase beyond Competent Level II shall be temporary, the period
of time to be determined by the City Manager, provided any such merit increase shall
expire not later than December 31, 1985
Section 7. Wherever a salary figure is given on a monthly basis, the actual
amount paid to the employee shall be computed as follows The monthly figures shall
be multiplied by twelve (12) to determine the yearly figure The yearly figure shall
be divided by 2080 hours per year for the hourly rate Employees' salaries shall
be computed and paid on this hourly basis
Section 8 This ordinance shall become effective on January 1, 1985, following
its passage and publication as required by law

experience or knowledge, skills and/or abilities above the normal for a particular job
An employee who satisfactorily completes the probationary period will advance from the
Entry Level I position to Competent Level I, then to Competent Level II six (6) months later
based on a satisfactory performance evaluation
