HomeMy WebLinkAbout2514 OrdinanceORDINANCE NO. 2514 AN ORDINANCE concerning the equipment rental fund and amending Chapter 3.68 PMC. WHEREAS, on the recommendation of staff the City Council has determined that the creation of two separate funds for the existing accounts A and B in the Equipment Rental Fund will better foster the integrity of the fund and promote good accounting procedures; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION ONE. Chapter 3.68 of the Pasco Municipal Code is hereby amended by the underlined additions and the interlineated deletions shown below to read as follows: CHAPTER 3.68 EQUIPMENT RENTAL FUNDS SECTIONS: 3.68.010 Establish 3.68.020 Director 3.68.030 Transfer of Equipment 3.68.040 Rental Charges 3.68.050 Accounts and Records 3.68.060 Withdrawals and Expenditures 3.68.070 Unexpended Money 3.68.080 Disposition of Money Upon Abolishment 3.68.010 ESTABLISHMENT. There is created and established a two special funds to be known and designated as the "Equipment Rental Funds," to be used as a revolving funds to ba expended for salaries, wages and operations required for the repair, replacement, purchase and operation of equipment, and for the purchase of equipment, materials and supplies to be used in the adminstration and operation of the fund. 3.68.020 DIRECTOR. The Equipment Rental Funds shall be under the direction of the City Manager. 3.68.030 TRANSFER OF EQUIPMENT. All motor vehicle equipment of the City shall be transferred to the Equipment Reserve Rental Fund as of January 1, 1965 1985. Departments making such transfers of equipment shall receive no credit therefore. 3.68.040 RENTAL CHARGES. The charges for rental of such equipment shall be sufficient to cover the repair, replacement, purchase and operation thereof, and the terms of rental shall be on annual, monthly, daily, hourly, mileage or other basis as determined by the City Manager. A schedule of such charges shall be prepared by the City Manager, subject to approval by the City Council. Such rental funds shall be reviewed, and if need be revised, periodically to meet changing costs of repair, replacement, purchase and operation. 3.68.050 ACCOUNTS AND RECORDS- SEPARATE FUNDS. There shall be kept such books, accounts and records as are necessary to control and report the financial operations of the Equipment Rental Funds and the cash account of the funds shall be subdivided into two separately designated funds-accounts as follows: (1) -Account. Fund "A" which shall be the ",current 0 opeatat4ng-accoun4-r" "maintenance and operations fund," into which shall be placed those portions of the charges made to the various departments of the City in accordance with the provisions of Section 3.68.040, which are specifically billed to the departments to provide sufficient monies to pay the salaries and wages, materials, overhead and other costs necessary to operate and maintain all motor vehicle equipment rented thereto. There shall also be placed into account- fund "A" monies which may from time to time be made specifically available thereto by action of the Council; (2) ACKAIAMIt- Fund "B", which shall be the "Equipment Reserve Fund -Account.," into which shall be placed those portions of the charges made to the various departments of the city in accordance with the provisions of Section 3.68.040, which are specifically billed to the departments to provide sufficient monies, having first taken into consideration the necessary operating and maintenance costs billed under the preceding paragraph, to pay the costs of purchasing new equipment and replacing used equipment as required to carry out the purposes of the Equipment Rent-a-1 Reserve Fund. There shall also be placed in Account Fund "B" monies which are derived from the direct sale of any of the equipment or other capital assets of the fund and any monies which may from time to time be specifically available thereto by action of the Council. Funds in the current Equipment Rental Fund Account "A" shall be transferred to Fund "A" and funds in the current Equipment Rental Fund Account "B" shall be transferred to Fund "B". 3.68.060 WITHDRAWALS AND EXPENDITURES. Any withdrawals or expenditures from the Equipment Rental Funds shall be made only the following manner: (1) Expenditures from -account Fund "A" shall be made only upon duly approved payrolls and vouchers of the City for the purposes herein before ascribed to the a-0,0101 fund; 0 Wells, City Clerk ATT Rubstello, City Attorney Greg (2) Expenditures from arccaunt fund "B" shall be made only upon duly approved vouchers of the City for the purposes herein before ascribed to the askew:int fund. 3.68.070 UNEXPENDED MONEY. All monies deposited in the Equipment Rental Funds and not expended as provided herein shall remain in the fund into which it was deposited from year to year and shall not be transferred to any other fund, including the other Equipment Rental Fund, or expended for any other purposes whatsoever; provided, however, the City Council by a favorable vote of one greater than the majority present at such meeting as a vote on a motion is taken, may approve the reversion to the several funds and departments participating in the Equipment Rental Funds such monies in the funds that the City Council dete/mines to be in excess of the needs of the fund or funds and unnecessary to the fulfillment of the purposes for which the fund or funds was created; or approve returned to the fund of origin monies in the fund for the replacement of a vehicle or equipment that will not be replaced. 3.68.080 DISPOSITION OF MONEY UPON ABOLISHMENT. If at any time hereafter, the City Council shall abolish either one or both Equipment Rental Funds, then all the monies on deposit -t-here-i-n in such fund or funds, and all equipment therein, shall revert to the several funds and departments participating in the Equipment Rental Fund so abolished.
