HomeMy WebLinkAbout2513 OrdinanceATTE Evelyn Wells, City Clerk CITY OF PASCO ORDINANCE NO 2513 AN ORDINANCE PROVIDING FOR AN AD VALOREM TAX LEVY IN THE CITY OF PASCO IN ACCORDANCE WITH STATE LAW. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS Section 1 A tax for the following sums of money, or as much as may be authorized by law, to defray the expenses and liabilities of the City of Pasco, be and the same is hereby levied for the purposes specified against all taxable property in the City for the fiscal year 1985 Amount General Expense, including Councilmanic Bond Debt Service $1,316,455 1965 Arterial Street General Obligation Bond Fund 1971 Bridge General Obligation Bond Fund Fire Pension Fund 10,000 55,000 100,830 $1,482,285 Section 2 This Ordinance shall be in full force and effect after its passage and publication as required by Law. rental fund and amending Chapter 3 6& PIVIC WHEREAS on the rec- ommendation of staff in City Council has deter- mined that the_creation of two cseparate funds for the existing accounts A and B in the Equipment Rental Fund will better foster the integrity of the fund and promote good accounting procedures NOW THERE FORE The City Council of the City of Pasco do ordain as follows SECTION ONE Chapter 3 68 of the Pasco Municipal Code is hereby amended by the underlined additions and the interlineated dele- tions shown below to read as follows CHAPTER 368 EQUIPMENT RENTAL FUNDS SECTIONS 3 68 010 Establish 3 68 020 Director 3 68 030 Transfer of Equip- ment 3 68 040 Rental Charges 3 68 050 Accounts and Re- cords 3 68 060 Withdrawals and Expenditures 3 68 070 Unexpended Money 3 68 080 Disposition of Money Upon Abolishment 3 68 010 ESTABLISH MENT There is created and established a two spe- cial funds to be known and designated as the ' Equip- ment Rental Funds to be used as a revolving funds to be expended for salaries wages and operations re quired for the repair re- placement, purchase and operation of equipment and for the purchase of equipment materials and supplies to be used in the administration and opera- tion of the fund 3 68 020 DIRECTOR The Equipment Rental Funds shall be under the direction of the City Man ager 3 68 030 TRANSFER OF EQUIPMENT All motor ve- hicle equipment of the City shall be transferred to the Equipment Reserve Rental Fund as of January 1 1965 1985 Departments making such transfers of equip ment shall receive no credit therefore 3 68 040 RENTAL CHARGES The charges for rental of such equip ment shall be sufficient to cover the repair replace ment purchase and opera bon thereof and the terms of rental shall be on annual monthly daily hourly mile- age or other basis as deter mined-by the City Manager A schedule of such charges shall be prepared by the City Manager subject to approval by the City Coun oil Such rental funds shall be reviewed and if need be revised periodically to meet changing costs of re pair replacement pur chase and operation 3 68 050 ACCOUNTS AND RECORDS SEPA- RATE FUNDS There shall be kept such books ac cOunts and records as are necessary to control and re- port the financial opera tions of the Equipment Rental Funds and the cash account of the funds shall be subdivided into two sep- arately designated funds as follows (1) Fund "A" which shall be the "maintenance and operations fund " into which shall be placed those portions of the charges made to the various depart- ments of the City in accord- ance with the provisions of Section 3 68 040 which are specifically billed to the departments to provide suf- ficient monies to pay the salaries and wages materi- als overhead and other costs necessary ,to operate and maintain all motor vehi- cle equipment rented thereto There shall also be placed into fund A mon les which may from time to time be made specifically available thereto by action of the Council (2) Fund "B" which shall be the "Equipment Reserve Fund ' into which shall be placed those per bons of the charges made to the various departments of the city in accordance with the provisions of Sec- tion 3 68 040 which are specifically billed to the de- partments to provide suffi- cient monies having first taken into consideration thc necessary operating am] maintenance costs billeci under the preceding par agraph to pay the costs purchasing new equipmen and replacing used equip ment as required to carry out the purposes of the Equipment Reserve Fundi There shall also be placed in Fund ' B' monies whichl are derived from the direct \ sale of any of the equip- ment or other capital assets of the fund and any monies which may from time to time be specifically avail- able thereto by action of the Council Funds in the current Equipment Rental Fund Ac- count "A" shall be trans- ferred to Fund A" and funds in the current Equip- ment Rental Fund Account ' B ' shall be transferred to Fund "B' 3 68 060 WITHDRA- WALS AND EXPENDI TURES Any withdrawals or expenditures from the Equipment Rental Funds shall be made only the fol lowing manner (1) Expenditures from Fund "A" shall be made only upon duly approved payrolls and vouchers of the City for the purposes herein before ascribed to the fund (2) Expenditures from fund "B" shall be made only upon duly approved vouchers of the City for the purposes herein before as- cribed to the fund 3 68 070 UNEXPENDED MONEY All monies dopes ited in the Equipment Rental Funds and not ex pended as provided herein shall remain in the fund Into which it was depos- ited from year to year and shall not be transferred to any other fund including the other Equipment Rental Fund, or expended for any other purposes whatsoever provided how- ever the City Council by a favorable vote of one greater than the majority present at such meeting as a vote on a motion is taken may approve the reversion to the several funds and de partments participating in the Equipment Rental Funds such monies in the funds that the City Council determines to be in excess of the needs of the fund or funds and unnecessary to the fulfillment of the pur poses for which the fund or funds was created or ap- prove returned to the fund of origin monies in the fund for the replacement of a ve- hicle or equipment that will not be replaced 3 68 080 DISPOSITION OF MONEY UPON ABO- LISHMENT If at any time hereafter the City Council shall abolish either one or both Equipment Rental Funds then all the monies on deposit in such fund or funds, and all equipment therein shall revert to the several funds and depart ments participating in the Equipment Rental Fund so abolished SECTION TWO This Or dinance shall take effect on January
