HomeMy WebLinkAbout2501 OrdinanceORDINANCE NO. 2501 AN ORDINANCE of the City of Pasco adopting the 1982 Edition of the Uniform Building Code; adopting the 1983 Supplement to the Uniform Building Code; adopting the Uniform Building Standards; adopting regulations for Barrier Free Facilities; and adopting the Uniform Building Code Appendix Chapters 1, 7, 11, 32, 49, and 70; all together with appropriate amendments and substitions thereto THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS: Section 1. Section 16.04.010 of the Pasco Municipal Code be and the same is hereby amended to read as follows. 16.04.010 ADOPTION OF UNIFORM BUILDING CODE AND SUPPLEMENT. The Uniform Building Code with Appendix Chapters 1, 7, 11, 32, 49, and 70, 1982 Edition, and the 1983 supplement, both prepared by the International Conference of Building Officials, and as herein amended or revised, is adopted by the city, and all buildings herein- after erected or constructed, enlarged, repaired, removed, demolished, or converted shall be done in conformity with the provisions of said codes, except as expressly provided herein. Three (3) copies of said codes have heretofore been filed and are now on file in the office of the city clerk for use and examination by the public as required by law prior to adoption of the ordinance codified in this chapter. Section 2. Section 16.04.110 of the Pasco Municipal Code be and the same is hereby amended to read as follows: 16.04.110 AMENDMENT OF UBC SECTION 1204. Section 1204 of the Uniform Building Code shall be amended to read as follows: Section 1204 Exit Facilities. Stairs, exits and smokeproof enclosures shall be as specified in Chapter 33. All stairs and exits in Group R, Division 1 Occupancies shall open directly upon a street or alley or upon a yard or court not less than four feet in width directly connected to a street or alley by means of a passageway not less in width than the stairway opening into such passageway and not less than seven feet in height. Buildings more than one story in height shall have no transoms or ventilating openings from guest rooms to public corridors. Door openings from guest rooms to public corridors shall be protected as specified in Section 3305(h). Every sleeping room below the fourth story shall have at least one operable window or exterior door approved for emergency escape or rescue. The units shall be operable from the inside to provide a full clear opening without the use of separate tools. -2- All escape or rescue windows from sleeping rooms shall have a minimum clear opening of 5.7 square feet. The minimum net clear opening height dimension shall be 24 inches. The minimum net clear opening width dimension shall be 20 inches. Where windows are provided as a means of escape or rescue, they shall have a finished sill height not more than 44 inches above the floor. Bars, grilles, grates or similar devices may be installed on emergency escape or rescue windows or doors, provided: 1) Such devices are equipped with approved release mechanisms which are openable from the inside without use of a key or special knowledge or effort; and 2) The building is equipped with smoke detectors installed in accordance with Section 1210. Section 3. Section 16.04.160 of the Pasco Municipal Code be and the same is hereby amended to read as follows: 16.04.150 AMENDMENT OF UBC SECTION 2305(d). Section 2305 (d) of the Uniform Building Code shall be amended to read as follows: Section 2305(d). Snow Loads. Snow loads full or unbalanced shall be considered in place of loads set forth in Table No. 23-C, where such loading will result in larger members or connections. Potential accumulation of snow at valleys, parapets, roof structures, and offsets in roofs of uneven configuration shall be considered. Snow loads shall be twenty-five pounds per square foot. Section 4. Section 16.04.170 of the Pasco Municipal Code be and the same is hereby repealed. Section 5. Section 16.04.180 of the Pasco Municipal Code be and the same is hereby amended to read as follows: 16.04.180 AMENDMENT OF UBC SECTION 2516(c)2. Section 2516(c)2 of the Uniform Building Code shall be amended to read as follows: Section 2516(c)2. Underfloor Clearance. Wood joists or bottom of wood floors closer than eighteen inches, or wood girders closer than twelve inches to the ground underfloor areas and their supports, shall be of treated wood or all heartwood of approved naturally durable species as listed in Section 2517(c)3. Accessible underfloor areas shall be provided with an exterior twenty-four inch by twenty-four inch access crawl hole. The well for the access hole must have a minimum horizontal distance of twenty- four inches and, if there is mechanical equipment under the house, the opening must be capable of removing the largest piece of equipment. -3- Section 6. Section 16.04.190 of the Pasco Municipal Code be and the same is hereby repealed. Section 7. Section 16.04.200 of the Pasco Municipal Code be and the same is hereby amended to read as follows: 16.04.200 AMENDMENT OF UBC SECTION 2517(g)2. Section 2517 (g)2 of the Uniform Building Code shall be amended to read as follows: Section 2517(g)2. Framing Details. Studs shall be placed with their wide dimension perpendicular to the wall. Not less than three studs shall be installed at each corner of an exterior wall. Bearing and exterior wall studs shall be capped with double top plates installed to provide overlapping at corners and at inter- sections with other partitions. End joints in double top plates shall be offset at least 48 inches. When bearing studs are spaced at 24-inch intervals and top plates are less than two 2 by 6 by 4 menbers and when the floor joists, floor trusses or roof trusses which they support are spaced at more than 16-inch intervals, such joists or trusses shall bear within 5 inches of the studs beneath or a third plate shall be installed. Interior nonbearing partitions may be capped with a single top plate installed to provide overlapping at corners and at inter- sections with other walls and partitions. The plate shall be continuously tied at joints by solid blocking at least 16 inches in length and equal in size to the plate or by 1/8-inch by 11/2-inch metal ties with spliced sections fastened with two 16d nails on each side of the point. Studs shall have full bearing on a plate or sill not less than 2 inches in thickness having a width not less than that of the wall studs. Section 8. Section 16.04.210 of the Pasco Municipal Code be and the same is hereby amended to read as follows: 16.04.210 AMENDMENT OF UBC SECTION 2907(a). Section 2907(a) of the Uniform Building Code shall be amended to read as follows: Section 2907(a). Footings: General. Footings and foundations, unless otherwise specifically provided, shall be constructed of masonry, concrete, or treated wood in conformance with UBC Standard No. 29-3. In all cases, footings and foundations shall extend below the frost line; the minimum frost line depth shall be twenty-four inches. Footings of concrete and masonry shall be of solid material; any hollow core masonry unit foundation that exceeds twenty-four inches vertical height shall have all cores filled to a minimum of six (6) inches above finish grade with mortar or other material acceptable to the administrative authority. Foundations supporting wood shall extend at least 6 inches above the adjacent finish grade. -4- Section 9. Section 16.04.220 of the Pasco Municipal Code be and the same is hereby repealed. Section 10. Section 16.04.230 of the Pasco Municipal Code be and the same is hereby repealed. Section 11. Section 16.04.240 of the Pasco Municipal Code be and the same is hereby amended to read as follows: Section 16.04.240 AMENDMENT OF UBC SECTION 3205(a). Section 3204(a) of the Uniform Building Code shall be amended to read as follows: Section 3205(a) Attics: Access. An attic access opening shall be provided in the ceiling of the top floor of ,buildings with combustible ceiling or roof construction. The opening shall be located in a corridor, hallway, or garage of an R-3 occupancy and in the corridor or hallway of any other occupancy. The opening shall be not less than 22 inches by 30 inches. Thirty (30) inch minimum clear head room shall be provided above the access opening. Attics with a maximum vertical clear height of less than 30 inches need not be provided with access openings. Section 12. Section 16.04.245 of the Pasco Municipal Code be and the same is hereby amended to read as follows: Section 16.04.245 ADDITION TO UBC SECTION 3304(k). Section 3304(k) shall be added to the Uniform Building Code to read as follows: Section 3304(k) Door Construction All exterior doors installed for use in habitable portions of Group R occupancies, if of wood construction, shall be of solid core design; if of metal construction, shall be fully insulated Section 13. Section 16.04.270 of the Pasco Municipal Code be and the same hereby is enacted to read as follows: 16.04.270 AMENDMENT OF UBC APPENDIX SECTION 108(b). . Section 108(b) of the Uniform Building Code Appendix shall be amended to read as follows: Section 108(b) Compliance Period. The building inspector shall provide a minimum of thirty (30) days but not more than twelve (12) months for compliance with the requirements of this chapter; the time periods prescribed herein and/or by the building inspector shall commence on the date of receipt, by the owner of the building, of written notice of necessary corrections and the compliance period prescribed by the building inspector. Section 16.04.280 of the Pasco Municipal Code be and the same hereby is enacted to read as follows: 16.04.280 DELETION OF UBC APPENDIX SECTION 111. Section 111 of the Uniform Building Code Appendix shall be deleted. Section 15. Section 16.04.300 of the Pasco Municipal Code be and teh same hereby is enacted to read as follows: 16.04.300 RESOLUTION OF CODE CONFLICTS. In case of conflict among the following construction codes, the code first named below shall govern over those following: (1) Uniform Building Code; (2) Uniform Mechanical Code; (3) Uniform Fire Code, (4) Uniform Plumbing Code. Section 16. This ordinance shall be in full force and effect after its passage and publication as required by law. day o ATTEST.
