ORDINANCE NO
AN ORDINANCE amending Section 13 16 035 of the Pasco Municipal Code
and relating to Refunds on Fiscal Water/Sewer Utility Bills
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO ORDAIN AS FOLLOWS
Section 1 Section 13 16 035 of the Pasco Municipal Code which now reads
as follows,
13 16 035 ADVANCE BILLING Each billing in addition to the charges for
utility services past consumed but for which no advance payment has been
made, shall assess two months' minimum water and two months' minimum sewer
charge for purposes of advance payment A two-months' advance utility
billing shall be paid at the time a new customer service account is set up
(Ord 2307 E 4, 1981)
is hereby amended to read as follows
13 16 035 ADVANCE BILLING Each billing in addition to the charges for

for purposes of advance payment A two-months' advance utility billing shall

All credit balances on final bills will be refunded, except where the amount
is $.3 00 or less. Refunds of $3 00,or less will be made upon written request,
if made within 30 days from the date of the final bill
Section 2 This ordinance shall take effect five (5) days after passage
and publication

Street Maintenance
WHEREAS when Ordi-
nance No 2300 was
passed in 1981 the utility
tax rate wst at a uniform
8% on all businesses tatted
under PM.; 5 32 040 ex
cept for a iy telephone busi-
ness whit h was taxed at
84% and
WHEREAS Ordinance
No 2406 was passed in
1982 under the mandate of
state law and provides over
a 5 year period for an an-
nual decrease in the rate of
tax paid on the privilege of
conducting an electrical en-
, ergy natural gas or tele-
phone business to a rate of
6% and
WHEREAS it was and
remains the intent of the
City Council to reserve
such percentage of the
gross revenues from the
utilities occupation license
tax as would be generated
by a 1% tai rate on the
"gross operating reve
nues" taxed under Chapter
, 5 32 PMC for the mainte-
nance by overlaying or
1 sealing of asphaltic con-
crete streets in the city
