AN ORDINANCE relating to mobile homes by amending the
definition of mobile home, enacting
installation standards, permit and
inspection requirements related thereto:
and repealing conflicting regulations.
WHEREAS, the State Department of Labor and Industries,
at the direction of the State Legislature, has promulgated
under WAC 296-150B permit requirements and standards relating
to the installation of mobile homes throughout the state- and
WHEREAS, the City Planning Commission conducted Public
hearing's on March 17 and 24, 1983, recommended the City
Council enact the requirements and standards established
under WAC 296-150B, and
WHEREAS, the City Council has reviewed the recommendation
of the City Planning Commission and finds local enactment of
such standards to be in the best interest of the community
NOW, THEREFORE,
Section 1. That PMC Section 19.04.060 be and the same
hereby is amended as follows:
19 04.060 MOBILE HOME. "Mobile home" means a single-
family dwelling, nere-than-thIrty-ftve thirty-two body
feet or more in length and eight body feet or more in
width, designed for transportation, oafter fabrication, on
streets and highways on its own wheels or flatbed or other

Section 2. That a new PMC Chapter 19 24 he and the same
hereby is enacted, to read as follows

PERMITS REQUIRED.
A) No mobile home shall be installed within the
City of Pasco until such installation has been
authorized by an installation permt issued
by the building Inspector, except unoccupied
mobile homes within a mobile home sales or
service lot
B) It shall be unlawful for any mobile home
dealer to deliver a mobile home to a site
within the City of Pasco until an installation
permit has been issued by the city building
inspector.
C) It shall be unlawful for the owner or manager
of a mobile home park to allow the installation
of a mobile home until an installation permit
has been issued by the city building inspector.
19 24.020 INSTALLATION DEFINED. For purposes of this chapter,
the term "Installation" shall mean the placement,
delivery, or parking of a mobile home, for
habitation, on any site, lot, parcel or tract of
land in the city of Pasco and supported by any
means other than its factory-equipped wheel and
axle assembly.
19 24.030 PERMITTEES LIMITED - RESPONSIBLE
A) No person, firm, partnership, corporation or
other entity may obtain a permit unless he,
she, or it.
1) Owns the mobile home- or
2) Is a mobile home dealer licensed by the
state and the city, or
3) Is a contractor licensed by the state and
city.
B) The permittee shall be deemed responsible for
compliance with the applicable installation
requirements of this chapter.
19 24 040 APPLICATION REQUIREMENTS. Application for an
installation Permit shall be made on forms provided
by the city building inspector Each application
shall include
A) The name, address, and telephone number of
the mobile home owner- and

B) The manufacturer and dealer of the mobile
home; and
C) The manufacturer's serial number of the mobile
home if known, and
D) The name, address, and telephone number of the
installer, and
E) The Installer's mobile home dealer license
number or contractor registration number- and
F) The legal description of the installation
site or, in the case of a mobile home park,
the name of such park and the site:_number
therein, and
G) If the mobile home is to be Installed in
accordance with recommendations of the
manufacturer or a professional engineer or
architect, the application shall be accomoanied
by two (2) complete and legible copies of such
installation recommendations.
19 24.050 PERMIT FEES The applicable permit fee, as set
forth in the following schedule, shall be remitted
upon Issuance of an installation permit. Any
such fee shall be non-refundable. Commencement
of installation work prior to Issuance of an
installation permit shall cause the applicable
fee to be doubled.

19 24.060 LIMITATIONS OF PERMIT. A mobile home installation
permit shall be valid only for the installation
of the specified mobile home at the particular
location specified within said Permit. A new
permit shall be required for the installation of
a different mobile home at the same location or the
same mobile home at a different location
19.24.070 INSTALLATION REQUIREMENTS - GENERAL.
A) A HUD-labeled mobile home shall be Installed
in compliance with the manufacturer s
installation recommendations approved by HUD.
A mobile home not labeled by HUD shall be
installed in accordance with installation
recommendations provided by a professional
engineer or architect licensed in the state
of Washington

B) To the extent an installation is not covered
by the authorities cited in 19.24.070(A),
the installation shall comply with the
standards set forth in Section 19.24.080.
C) In any case, installation of a mobile home
shall comply with the standards for ground
preparation, steps, and skirting as set
forth in 19 24.080(A), (F), and (G).
INSTALLATION STANDARDS The standards set forth
in this Section will be deemed to be the minimum
requirements for the installation of a mobile home
not covered by HUD-approved recommendations or
recommendations Provided by a professional
engineer or architect licensed in the state of
Washington.
A) SITE PREPARATION. A mobile home may not be
installed at a building site unless the
ground at the site has adequate compaction
and loadbearing ability to meet the support
requirements of 19 24.080(B) The installer
or, if the building site is in a mobile home
park, the park owner must ensure that the
ground on which a mobile home is to be
installed has been improved as necessary to
provide a proper base for the mobile home
and that the area beneath the mobile home
has adequate drainage at the time of
installation
B) FOUNDATION SYSTEM FOOTINGS.
(1) Footings shall be constructed of
(a) Solid concrete or an approved
alternate that is at least 31/2
inches thick by 16 inches square; or
(b) Two 8-inch by 16-inch by 4-inch
solid concrete blocks that are laid
with their joint parallel to the
main frame longitudinal member.
(2) Footings shall he
(a) Evenly bedded and leveled;
(b) Placed on firm, undisturbed, or
compacted soil that is free of
organic material;
(c) Centered in a line directly under
the main frame longitudinal members
on both sides of a mobile home; and
(d) Spaced not more than 8 feet apart,
and not more than 2 feet from the ends
of the main frame. A closer spacing
may be required, depending on the
load-bearing capacity of the soil.
(3) A mobile home with more than one section

must have center line blocking at end
walls and at any other point of connection
of the sections of the mobile home that
are a ridgebeam bearing support. Blocking
is also required at both ends of a door
opening that is 6 feet or more wide in an
exterior wall.
(4) If a mobile home requires footings on its
exterior perimeter, the footings shall be
installed below the frost line. Footings
for the main frame longitudinal members
must be recessed only if frost heave is
likely to occur
(5) Footings shall be constructed so that
seventy-five percent of the area under the
mobile home has at least 18 inches
clearance between the bottom of the main
chassis members and the ground level.
The area beneath furnace cross-overs and
fireplaces, however, must always have
at least 18 inches clearance. At no point
under the mobile home may clearance be
less than 12 inches.
C) FOUNDATION SYSTEM PIERS. An installer must
build and position piers and load-bearing
supports or devices to distribute the required
loads evenly. An Installer may use manufactured
Piers or load-bearing supports or devices that
are listed or approved for the intended use,
or build piers that comply with the following
requirements. All blocks must be concrete
blocks.
(1) A pier may be made of a single block of
8-inch by 16-inch blocks if the blocks
are not stacked more than three blocks
high. A pier made of a single stack of
blocks shall be installed at a right-angle
to the main frame longitudinal member and
be capped with
(a) no more than two 2-inch by 8-inch by
16-inch wood blocks or one 4-inch by
8-inch by 16-inch concrete block.
(2) A pier may be made of a double stack of
8-inch by 8-inch blocks if the blocks are
not stacked more than 5 blocks high. Each
row of blocks in such a pier shall be
stacked at right angles to the abutting
rows of blocks A wood block must be of
hem-fir, douglas fir, or spruce pine fir.
The fir shall be capped with two 2-inch
by 8-inch by 16-inch wood or concrete
blocks. The pier shall be installed so
that the joint between the cap blocks is
at right angles to the main frame longitudinal
member.

(3) A pier may be made with more than five
rows of blocks if the stacked blocks are
filled with 2000 psi concrete or mortar.
A licensed architect or professional engineer
must approve a foundation system that
includes a pier that is higher than 72
inches (9 blocks) high, or in which more
than 20 percent of the piers exceed 40
inches (5 blocks) high.
(4) All blocks shall be set with the cors
placed vertically
D) FOUNDATION SYSTEM PLATES AND SHIMS. An
installer may fill a gap between the ton of
of pier and the main frame with a wood plate
that is not more than 2 inches thick and two
opposing wedge-shaped shims that are no more
than 2 inches thick. Wood plates and shims
must be of hem-fir, douglas fir, or spruce
nine fir. A shim shall be at least 4 inches z
wide and 6 inches long. The installer shall
fit the shim properly and drive it tight
between the wood plate or pier and the main
frame to ensure that the mobile home is level
and properly supported at all load-bearing
points. A block that abuts a wedge-shane
shim shall be solid
E) ASSEMBLY
(1) Sections of a multiple section mobile
home shall be aligned, closed, and
securely fastened at the required points
along the ridge beam, endwalls, and floor
line. Heat ducts, electrical connections,
and other fixtures and connections required
between sections of a mobile home shall be
properly Installed. The floor of the mobile
home shall be level within the tolerances
given in the following table.
Tolerances may not exceed the following
amounts (L equals the clear span between
supports, twice the length of a cantilever):
Floor L/240
Roof and Ceiling L/180
Headers, Beams, Birders
(Vertical Load) L/180
Walls and Partitions L/180
(2) The installer shall provide adequate
clearance to ensure that the cross-over
heat duct does not touch the ground and is
not compressed The Installer shall Insulate
the cross-over duct at the intersection.
The installer shall insulate and seal areas

of potential aix leaks to ensure that
the mbile home is air-tight, and shall
seal areas of potential water leaks with
metal flashing or trim, if required, and
with putty tape or other approved caulking
to ensure the mobile home is watertight.
F) STEPS Steps shall be reauired for all access
and shall be a minimum of thirty-six inches
wide and shall not exceed an eight (8) inch
rise, with a minimum of nine (9) inch tread
secured. More than two (2) steps in height
shall require two (2) handrails which shall be
thirty-two (32) inches above the steo nosing.
G) SKIRTING. Installation of -a mobile_home_shall
include installation of skirting around the
entire perimeter of the mobile home. Skirting
shall be installed within thirty (30) calendar
days from the date of the installation permit
and in accordance with the following standards:
(1) Materials Wood shall be at least
three (3) inches from the ground unless
it is pressured-treated wood approved
by the building inspector. Metal
fasteners shall be galvanized, stainless
steel, or other corrosion resistant
material. Ferrous metal members in
contact with the earth, other than
those that are galvanized or stainless
steel, shall be coated with an asphaltic
emulsion
(2) Ventilation. A mobile home that is
installed on a non-recessed site and
and that has a metal skirting shall
have ventilation openings with a net
area at least one and one-half (1 1/2)
square inches per linear foot. A
mobile home that has been installed on
a recessed site or that has skirting
not made of metal shall have ventilation
openings in the skirting with a net
area of at least one and one-half
(1 1/2) square feet for each twenty-five
(25) linear feet of skirting. The
openings shall be designed to provide
cross ventilation on at least two (2)
approximately opposite sides of the
manufactured home. The installer shall
locate the openings as close to the
corners of the mobile home as practical
and shall cover the openings with
corrosion resistant wire mesh or louvers.
(3) Crawl Space Access: The skirting for
each section of the mobile home shall

have an onening of at least eighteen (18)
inches by twenty-four (24) inches, with
a cover of metal or pressure-treated
wood to allow access to crawl space.
(4) Exhausts- Dryer vents and hot water
tank pressure relief valves shall exhaust
on the exterior of the foundation skirting.

REQUIRED INSPECTIONS. The city building Inspector
may require and perform such inspections as are
necessary to determine compliance with the applicable
standards and requirements of this chapter and other
applicable laws and regulations. As a minimum, the
Inspector shall perform the inspections set forth
below for the zone in which the mobile home is
located.
A) RMH-1:
1) Applicable setbacks,
2) Utility service lines,
3) Marriage line connections (if multiple-
sections);
4) Foundation system;
5) Utility connections,
6) Steps,
7) Skirting.
B) RMH-2:
1) Setbacks applicable under Ordinance No. 1843
(only within a mobile home park or portion
thereof constructed or reconstructed after
March 15, 1977);
2) Marriage line connections (if multiple-
sections),
3) Foundation system;
4) Utility connections;
5) Steps;
6) Skirting.
APPROVAL REQUIRED - OCCUPANCY The installation
of a mobile home must receive approval of the city
building inspector as to compliance with the
requirements of this chapter, except 19.24.080 (G),
prior to occupancy of the mobile home.
Section 3. That PMC Section 19.12.035 be and the
same hereby is repealed in its entirety.
Section 4. This ordinance shall be in full force
and effect after its passage and Publication as required by law.
PASSED by the City Council of the City of Pasco,
Washington, this 18 day of April ,1983.
