AN ORDINANCE relating to signs by amending Chapter 17 56 of the Pasco
Municipal Code.
WHEREAS, the City Planning Commission conducted a public hearing on
November 18, 1982, due notice of which was properly given, for the purpose of
considering whether or not Chapter 17 56 of the Pasco Municipal Code should be
amended to revise the regulations pertaining to signs within residential districts,
and
WHEREAS, at the conclusion of said hearing, and upon consideration of all
facts and testimony present, concluded the proposed amendments to be in the best
interests of the Pasco community and recommended City Council amend Chapter
17 56 of the Pasco Municipal Code to revise the regulations pertaining to signs
within residential districts, and
WHEREAS, the City has considered and concurs with the recommendation of the
Planning Commission, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS
Section 1 Chapter 17 56 of the Pasco Municipal Code hereby is amended
to read as follows

17.56.010 ZONES R-T, R-1', SUBURBAN, AND R-1 SINGLg-FAMILY LOW DENSIJY
RESIDENTIAL DI -SIRICTS. No sign shall be permitted in the &I, R-1 suburban
res+dentia4-zene and R-1 low density residential districts except _ —
(a) Temporary signs for the sale, lease or rent of real property on which the
sign is posted, which signs shall contain no more than six square feet in area
and which shall be limited to one sign for each parcel of property,

(c) Temporary signs no larger than six square feet in display area for yard,
garage and rummage sales, provided a temporary business license is' first obtained
from the City Clerk of the City of Pasco, and such signs are removed from the
property no later than the expiration date of the license,

17.56.020 ZONES-R-4, R-2 and R-3 7 LOW MEDIUM DENSITY RESIDENTIAL DISTRICTS.
Sign regulaticgs in the R-1, R-2 and R-3 Lew Medium Density Residential 4ae

districts (a) Sign regulations in the R-4 and R-5 High Density Residential Districts
are the same as in Section 17 56.010,
(b) Within the R-4 and R-5 High Density Residential Districts, one sign containing
no more than sixteen square feet in display area is permitted for any lodging
or boarding house having a valid City, of Pasco business license, provided such
sign is located on the premises of the lodging or boarding house

17.56 050 ZONE C-1 - RETAIL BUSINESS DISTRICT.
(a) Any type sign permitted by this title shall be a permitted use
(b) The total display area of all types of signs located o_nany one parcel in a
C-1 Zone shall not exceed six hundred square feet except in parcels of ten thousand
square feet or more, where the provisions of Section 17.56 110 (c) apply
(c) Vertical clearance and projection of signs over public property shall be
regulated in accordance with Table No 3-A
(d) Off premise signs shall be allowed in C-1 zone except within the area
described in Section 17.56 120 (ord 1456 S 2, 1971, ord 1441 S 14 6, 1970)
17 56.060 ZONE C-2 CENTRAL BUSINESS DISTRICT. Sign regulations in the C-2 zone
are the same as C-1 Retail Business District. (Ord 1441 S 14 7.1970).
17 56 070 ZONE C-1-D DESIGNATED SHOPPING CENTER DISTRICT Sign regulations in
the C-1-D zone are the same as C-1 Retail Business Distirct (ord 1441 S
14.8, 1970).
17 56 080 ZONE C-3 - GENERAL BUSINESS DISTRICT
(a) Any type sign permitted by this title shall be a permitted use
(b) The total display area of all types of signs located in any one parcel
in a C-3 zone shall not exceed seven hundred fifty square feet, except in parcels
of ten thousand square feet or more, where the provisions of Section 17 56 110(c)
apply
(c) Vertical height and projection over public property shall be regulated in
accordance with Table No 3-A.
(d) Off premise signs shall be allowed in a C-3 zone except within the area
described in Section 17 56 120 (ord 1456 5 3, 1971, ord. 1441 S 14 9, 1970)
17 56.090 ZONE I-1 LIGHT INDUSTRIAL DISTRICT Sign regulations in the I-1 zone
are the same as C-3 General Business District (Ord 1441 S 14.10, 1970)
17 56.100 ZONE 1-2 HEAVY INDUSTRIAL DISTRICT. Sign regulations in the 1-2
zone are the same as C-3 General Business District (Ord 1441 S 14.11, 1970)
17 56.110 DISPLAY AREA
(a) No exterior advertising sign shall be erected or; maintained which simulates
the design, wording or illumination of official traffic regulatory signs or
devices
(b) Signs that rotate, flash or are otherwise designed to give the appearance
of being animated or moving are prohibited in all residential zones.
(c) Parcels in commercial and industrial zones that are over ten thousand square
feet, will be allowed a ten percent increase in total display area for each
additional ten thousand square feet or major portion thereof in parcel size.

(d) Because of the size, bulk, scale, or intensity of use associated with certain
unclassified or conditional uses within residential districts, re guests for
signs in excess of the standard established in Section 17 56 010 (cp may be
expected to occur. Such requests shall be reviewed on a case by case basis through
the special permit procedures and standards of review established in Chapter
22 80 and may be permitted where review determines that increased sign size
can be accommodated without detriment to existing uses within the vicinity or other
uses which are permitted in the planned environment of the underlying district.

17.56.120 - OFF-PREMISE SIGNS. No off-premise signs will be allowed within an
area bounded by Columbia Street on the south, Brown Street on the north, Tacoma
Avenue on the east, and Lucas Avenue on the west, except the board of adjustment
may grant special permit to allow off-premise directional signs in this area provided
that the display area on an off-premise directional sign shall not exceed two hundred
square feet (Ord 1445 S 2, 1970, Ord 1441 S 14 14, 1970)
Section 2 This ordinance shall be un full force and effect after its
pasage and publication as required by law.

I. ORDINANCE NO is an ordinance relating to signs, amending
Chapter 17.56 of the Pasco Municipal Code by revising the regulations
pertaining to signs in residential districts within the City.
II The regulations of Chapter 17.56 (P.M C ) relating to residential zones
are amended
A) To allow lease and rent signs less than six square feet in area,
B) To eliminate previous authority for signs in conjunction with
professional offices,
C) To allow signs less than six square feet in area for yard, garage
and rummage sales,
D) To allow up to thirty-two square feet of sign/bulletin board area
for any unclassified or conditional use,
E) lo allow more than thirty-two square feet of sign area for any
unclassified or conditional use upon specific approval by special permit,
F) To include reference to the R-4 and R-5 (High Density Residential)
zones enacted under City of Pasco Ordinance No 2361
III The effective date of this Ordinance will be five (5) days after publication
of the summary contained hereinabove
IV A copy of the full text of Ordinance No will be furnished by the City
at no cost to any person who requests, in writing, a copy of the ordinance
